Crain stated that a majority of the Board of Selectmen <br /> supported this amendment. 9:21 P.M. <br /> Motion to amend as presented by Jacquelyn H. Ward was delcared lost <br /> by voice vote. 9:25 P.M. <br /> Iris G. Wheaton presented the following motion to amend: <br /> Move that: <br /> (l.) Section 5.2.6.b.3 be amended by striking the phrase "December <br /> 31, 1961" and substituting the phrase "January 1, 1983" <br /> (2) Section 5.2.6.c be amended by striking the phrase "December <br /> 31, 1961" and substituting the phrase "January 1, 1983" <br /> (3) Section 5.2.6.c.1 be struck entirely and the following be <br /> substituted: <br /> "1. Upon presentation of evidence of construction prior to <br /> January 1, 1983, the owner may apply to the SPGA for a special <br /> permit for maintenance of an existing non - complying apartment." <br /> 9:28 P.M. <br /> Elaine Dratch, Donald D. Wilson, Eric T. Clarke and Albert P. Zabin <br /> all spoke in favor of Mrs. Wheaton's amendment. 9:35 P.M. <br /> With the unanimous consent of the meeting, the words "and by deleting <br /> the third paragraph" were added to section (1) of Mrs. Wheaton's <br /> amendment by Margaret F. Rawls. 9:37 P.M. <br /> The Moderator read the amendment by Mrs. Wheaton as corrected by <br /> Margaret F. Rawls as follows: <br /> MOTION: That <br /> (1) Section 5.2.6.b.3 be amended by striking the phrase "December <br /> '31, 1961" and substituting the phrase "January 1, 1983" and <br /> by deleting the third paragraph. <br /> (2) Section 5.2.6.c be amended by striking the phrase "December <br /> 31, 1961" and substituting the phrase "January 1, 1983" <br /> (3)Section 5.2.6.c.1 be struck entirely and the following be <br /> substituted.: <br /> 11 1. Crain said that the Board of Selectmen were deeply <br /> indebted to the Accessory Apartment Committee and that the Board <br /> unanimously supported the motion of the Committee but that some of <br /> the members had reservations about the "by right" provision. <br /> 9:40 P.M. <br /> Florence E. Connor of 12 Cedar Street spoke from the balcony in <br /> opposition. 9:45 P.M. <br /> Although George F. Foote praised the work of the committee he <br /> stated that he was unable to support them on this article. <br /> 9:48 P.M. <br /> Voice vote on the main motion as presented by Mrs. Gaudet, and <br /> amended by Mrs. Wheaton (with correction by Mrs. Rawls) was not <br /> unanimous so a standing vote was taken as follows: <br />
