' ADJO URNE D SES SION OF THE 1982 ANNUAL TOWN MEETING <br /> APRIL 28, 1982 <br /> The meeting was called to order by the Moderator, Lincoln P. Cole, Jr. at 8 P.M. <br /> in Cary Memorial Hall and immediately recessed subject to the call of the Chair. <br /> The meeting was reconvened at 8 :07 P.M. <br /> There were 180 Town Meeting Members present. <br /> Invocation offered by Reverend Polly Laughland Guild of the Follen Community <br /> Unitarian/Universalist Church. 8:08 P.M. <br /> The Moderator stated that the meeting is open on Article 48 (See Page 115)_ <br /> Article 48. (See Page 115 - April 26, 1982 Session) BY -LAWS REVISIONS <br /> (Motion as presented at the April 26, 1982 Session of this meeting: <br /> (See MOTION: That the General By -Laws of the Town be amended in accordance <br /> Pages with the report and recommendations of the By -Law Committee as filed <br /> 128 - with the Town Clerk, except that Section 2 of Article XIX and Section <br /> 133 for 25 of Article XXV shall not be amended.) <br /> motion as <br /> adopted) Paul Newman, Chairman of the By -Law Committee, thanked Susan Adler, <br /> Assistant to the Town Manager, the Town Manager's staff and the <br /> department heads for all the assistance that had been given to the <br /> committee. Mr. Newman stated that he would now go through the <br /> recommendations one by one and bring out the highlights. 8:12 P.M_ <br /> Ephraim Weiss asked for clarification of the procedure to be <br /> followed in acting on the motion (Main Motion). Norman P. Cohen, <br /> Town Counsel, acting as Moderator Pro -tem for the moment, explained <br /> that if there were any questions or any amendments to any of the <br /> changes, they could be brought up as the meeting proceeded on each <br /> section. In response to Mary E. Shunney's statement that it had <br /> been her understanding that each change would be voted on as a <br /> separate item, Mr. Cohen explained that this article would be <br /> handled the same way as Article 4. Discussion or amendments would <br /> be on each section but would be voted on at the end as one motion. <br /> 8:14 P.M. <br /> Moderator Lincoln P. Cole, Jr. ruled that if anyone wished, they <br /> could ask for a certain part to be divided for voting purposes. <br /> 8:15 P.M. <br /> Paul Newman read the following: (Charge by the Board of Selectmen) <br /> BY -L AW COMMI CHARGE <br /> The Committee shall review Town By -Laws to insure compatibility <br /> with present practice, State statutes and the Selectmen /Town Manager <br /> Act. <br /> Further, the Committee shall recommend appropriate changes and /or <br /> abolition of said By -Laws to be considered by the Selectmen and Town <br /> Meeting. Said report shall be submitted no later than November 2, <br /> 1981. <br /> The Committee shall consist of five members. <br /> 8:17 P.M. <br /> Mr. Newman then proceeded to go over each change as shown in the <br /> report of the committee and discussion followed. <br /> (Adopted Frank I. Michelman moved that in Article VI, Sec. 5, the word "or" <br /> amendment be stricken and the word "and" substituted therefor. <br /> to Art.
