Exterior Appearance of the Dwelling <br /> The dwelling to be converted shall be designed so that the appear- <br /> ance of the structure is that of a dwelling characteristic of the <br /> zoning district in which it is located, i.e. a detached one - family <br /> (As dwelling, if located in an RO, RS or RT district; a two - family <br /> adopted) dwelling if located in an RT district; or a multi - family dwelling <br /> if located in an RM or RD district, subject further to the <br /> following conditions and requirements: <br /> 1. Any stairway to a second or third story shall be <br /> enclosed within the exterior walls of the dwelling. There shall <br /> be no exterior fire escapes. <br /> 2. Any enlargement or addition to the dwelling shall main- <br /> tain the architectural character of a one - family dwelling, or in <br /> the RT district, a two- family dwelling. The architectural <br /> detailing and the exterior materials shall be those characteristic <br /> of a one - family neighborhood. The additional floor space created <br /> shall not be counted toward the requirement of minimum net floor <br /> area set forth in a 3 above. <br /> 3. Any new entrance shall be located on the side or rear <br /> of the dwelling. <br /> d. Off- Street Parking <br /> In order to maintain the appearance of a one - family neighborhood, <br /> all parking spaces shall be subject further to the following <br /> conditions and requirements: <br /> 1. Not more than two outdoor spaces shall be located in <br /> the front yard. All other parking spaces shall comply with the <br /> standards in section 11 for a parking lot (five or more spaces). <br /> Additional screening may be required to minimize the visual impact <br /> of parking on adjacent properties. <br /> 5.4.3 PROCEDURES <br /> a. A dwelling located in an RM district may be converted <br /> upon the issuance of a building permit. A dwelling located in an <br /> R0, RS, RT or RD district may be converted only upon the granting <br /> of a special permit by the Board of Appeals. Each application <br /> for a building permit or special permit shall be accompanied by: <br /> 1. A statement identifying the supportive services to <br /> be provided and the service providing organization who will provide <br /> them. <br /> 2. Floor plans of the dwelling drawn to scale showing <br /> the living spaces of the residents and the common facilities. <br /> 3. Where exterior changes are proposed, elevations, or <br /> other visual representations, of the facade to be changed <br /> sufficient to show the architectural character of the dwelling <br /> before and after the change.. <br /> 4. An off - street parking plan as described in 11.2.1. <br /> 5. A preliminary site development plan, as described <br /> in 3.6.1, except that a traffic analysis need not be submitted. <br /> b. Prior to the granting of a special permit or the issuance <br /> of a building permit, the SPGA, or the building commissioner, shall <br /> submit a copy of the application to the Human Services Committee <br /> and the Board of Health who shall be given a reasonable time period <br /> in which to make a recommendation on the application, <br /> c. Each building permit or special permit shall include a <br /> condition that the certificate of action is subject to suspension <br /> or revocation if the dwelling is no longer used as a congregate <br /> living facility or if the support services are no longer rendered. <br /> Each special permit shall be recorded in the Registry of Deeds." <br /> A3) In Table 1, Use Regulations Schedule, in line 1.5 by deleting <br /> the existing wording and inserting in place thereof: "Conversion of <br /> a dwelling to a congregate living facility (See 5.4)" and under the <br /> columns headed RO, RS, RT and RD the symbol: "SP" and under the <br /> columns headed RM the symbol "Yes" and the symbol "No" under all <br /> other columns. <br /> Adopted unanimously. 8:47 P.M.) <br />
