Marshall. <br /> (As MOTION: That the town accept the sentence of Section 1 of Chapter <br /> adopted) 60A of the General Laws relating to excise tax exemptions for motor <br /> vehicles owned and registered by a former prisoner of war. <br /> 8:28 P.M. <br /> (Chapter 60A - EXCISE TAX ON REGISTERED MOTOR VEHICLES IN LIEU OF <br /> LOCAL TAX) <br /> A local resident, Franklyn J. Crosby, was recognized and he spoke <br /> in favor. Mr. Crosby was the proponent of this article. <br /> 8:28 P.M. <br /> Mr. Marshall voiced the endorsement of the Board of Selectmen. <br /> 8 :28 P.M. <br /> In answer to a question raised by Ephraim Weiss, Mr. Marshall said <br /> that this would exempt former POW's from paying excise tax. <br /> Robert I. Rotberg asked about how many people this would involve <br /> and Mr. Marshall said that the present time there are two. <br /> Joel A. Adler asked that if the POW owned a fleet of cabs, would <br /> this cover him and Mr. Marshall said that he did not know. <br /> 8 :30 P.M. <br /> Motion adopted by voice vote. 8:30 A.M. <br /> Article 39. BY -LAW - DEMOLITION DELAY <br /> (See Pgs. Presented by Martin A. Gilman. <br /> 26A & 26B <br /> . ".As MOTION: That the General By -Laws of the Town of Lexington be amended <br /> adopted) by adding a new Article XXXIII thereto entitled "PROCEDURE FOR THE <br /> DEMOLITION OF HISTORICALLY OR ARCHITECTURALLY SIGNIFICANT BUILDINGS <br /> OUTSIDE OF HISTORIC DISTRICTS" as filed with the Town Clerk with the <br /> addition of a new Section 4.3 as follows;' r' <br /> "4.3 Upon a determination by the Commission that a building is a <br /> preferably- preserved significant building, the owner shall be <br /> responsible for properly securing the building if vacant, to the <br /> satisfaction of the Building Commissioner. Should the owner fail <br /> so to secure the building, the loss of such building through fire <br /> or other cause shall be considered voluntary demolition for the <br /> purposes of Section 4.2." <br /> 8 :30 P.M. <br /> Jeff Licht filed written notice that he would abstain from voting <br /> on Article 39. <br /> After a brief explanation by Mr. Gilman, he asked that Anne Grady, <br /> Chairman of the Historical Commission be recognized. Mrs. Grady <br /> explained that Lexington had four historic districts. If we had <br /> this by -law before, it would probably have saved the Cutler farm <br /> house, and, if this is adopted, it could probably save the Cosgrove <br /> house. She urged support. 8:36 P.M. <br /> At Mr. Gilman's request, Bernice H. Fallick, a member of the <br /> Historical Commission, was recognized. Mrs. Fallick explained that <br /> they were not against development or against tearing down sheds I <br /> but they do want to preserve Lexington's past. 8:40 P.M. <br /> Ephraim Weiss served notice of reconsideration of Article 38. 8:40 P.M. <br /> (See Page 72) <br /> Article 39.
