Sarah Felton, Co-chair of the Comprehensive Plan Advisory Committee (CPAC), <br /> opened the public meeting at 7:16 pm on Tuesday, February 16, 2021. <br /> CPAC Members Present: Sarah Felton, Co-chair; Marilyn Fenollosa; Len Morse-Fortier; <br /> Chris Herbert; Hema Bhatt; Patrick Sullivan; Matt Daggett; Chris Senna; Rich <br /> McDonough <br /> CPAC Liaisons Present: Bob Creech, Liaison of the Planning Board; Richard Canale, <br /> Liaison of the Planning Board; Joe Pato, Liaison of the Select Board; Kathleen Lenihan, <br /> Liaison of the School Board <br /> Staff members present: Carol Kowalski, Assistant Town Manager for Development; <br /> Amanda Loomis, Planning Director <br /> I. Approve revised Guiding Principles <br /> Carol Kowalski thanked Len Morse-Fortier for helping with the further <br /> development of the Guiding Principles. Ms. Kowalski reviewed the amendments <br /> proposed to the Guiding Principles and questioned if the CPAC had any further <br /> amendments at this time. <br /> Len Morse-Fortier stated that he wanted to ensure the Guiding Principles reflect <br /> equity and inclusion. <br /> Sarah Felton, Co-chair, stated the potential need to amend the title of what the <br /> Equity Guiding Principles wants to be, so it is more defined. <br /> Ms. Felton questioned if the CPAC should develop guidelines for participation <br /> during the CPAC meeting. <br /> II. Present the Historic Executive Summary <br /> Carol Kowalski provided a brief review of the engagement with Stantec, who will <br /> prepare the final Executive Summaries, along with the complete editions of the <br /> Trends & Existing Conditions Reports. Ms. Kowalski walked the CPAC through <br /> the draft Executive Summary for Historical Resources. <br /> Ms. Kowalski requested that members of the CPAC send their comments to staff <br /> by Friday. <br /> Richard Canale stated that the Byways should be included in the Historic <br /> Resources Executive Summaries. <br /> Sarah Felton, Co-chair, reminded the CPAC that these are executive summaries <br /> and that efforts to pull out the major highlights were made. <br /> III. Finalize format for plan elements <br /> Carol Kowalski reviewed a draft for the plan elements. Ms. Kowalski stated that <br /> staff would develop draft goals for the working groups to review and consider. It <br /> was requested that comments regarding the outline should be sent to staff by <br /> Friday. <br /> Sarah Felton, Co-chair, opened the floor for comments from members of the <br /> CPAC. <br /> 1 <br />
