The property owner is seeking to demolish a portion of the existing house and construct a new addition off the rear of the house, including steps within the 100 foot buffer zone. Mr. Sullivan added that the closest point from the Bordering Vegetated Wetland to the overhang and gutters is approximately 56 feet and no trees are being removed. Roof runoff will be managed by 4 inch drains to a Cultec recharge system. Questions and Comments from the Commission: — The elevation is lower in the backyard than where the wetland flags are. Do you have the wetland delineation data sheet as requested? — There is a small tree that will be removed and not shown on the plan. It is a small cedar shrub not more than 4 inches but is present. — Would like to see Feno markers. — Should there be restoration as part of the lawn in the 25 foot buffer zone? Responses from the Representative: — The data sheet is being prepared by Norse Environmental Services and should be complete by mid-week. — Did not talk to the property owner about additional restoration but can discuss. Ms. Ladd stated that the delineation is inside an area where the trees are and Ms. Samuels asked if there is an area that could be restored instead. Mr. Sullivan responded there would still be enough lawn and could put a mix of plants and shrubs on the plan to show at the next meeting. Mr. Hamilton stated that it is wetlands soil whether or not it is part of the lawn, and he would like to review the data sheet from Norse Environmental Services to confirm where the soil samples were taken from. The Engineering report states that"more than two feet of separation was not provided between ESHGWT and the bottom of the infiltration chambers". Ms. Mullins clarified that typically it is supposed to be 4 feet and could go down to 2 feet, and that the Town Engineer will likely require mounding if it does not meet the separation requirements. On a motion by Mr. Beuttell and seconded by Ms. Ladd, the Commission voted 7-0 by roll call vote to continue the hearing to the April 12, 2021 meeting at the applicant's request.
