The <br /> proposed project is a re-development of a commercial property. The project team has presented <br /> conceptual plans before the Commission in the past. Most of the property is in the 10 year <br /> floodplain. There are two jurisdictional wetlands on the property. A landscape island with <br /> wetland plants will be displaced with the proposed lab building to be replicated elsewhere on the <br /> property. A new 4,500 sq. foot lab space and office building is proposed to be constructed on <br /> concrete piers that elevate the building above the 100 year floodplain. A parking structure is <br /> proposed to provide at grade surface parking comprised of three stories. The primary entrance to <br /> the property will now be via Hartwell Place and the Hartwell Avenue entrance will be restricted <br /> to loading and emergency access activities. The wetland replication area measures 6,000 square <br /> feet which is more than 3:1. With the proposed project, the impervious surface within the 25 foot <br /> buffer zone will be reduced by 83%. <br /> Concerns of the Commission: <br /> --The landscaped stormwater island feature currently located in the parking area may be <br /> jurisdictional. <br /> --Setbacks. The Commission asked that the structures be removed from the 25 foot buffer zone. <br /> --The Stormwater Report shows that the 1 year volume of stormwater that is released from the <br /> site is larger than existing conditions. The Commission asked if this volume could be brought <br /> into compliance with the town bylaw. <br /> --Where employees will be parking during construction. <br /> --Potential for constructing a vegetated roof on the new building. <br /> --Constructing two large structures on the property given the challenging site. <br /> --If the walking bridge between properties would be maintained. <br /> --The applicant will still be violating the bylaws by constructing structures within the 50 foot <br /> buffer zone. <br /> --How this project will impact precedent for future development on Hartwell Avenue. <br /> --Need for the applicant to file with the Planning Board before they appear before the <br /> Commission again. <br />
