6-16-58 <br />of the same, and to write the Board of Appeals giving its <br />reasons for said opposition. <br />Under Chapter 40A, Section 3 of the General Laws, three <br />purposes of zoning regulations are: <br />1. To conserve the value of land; <br />2. To encourage the most appropriate use of land <br />throughout the town; and <br />3. To lessen congestion in the streets. <br />In order to fulfill these objectives, it is the Planning <br />Boardts opinion that a funeral establishment should not <br />be located on the proposed site. <br />It is basically residential in character. The Planning <br />Board believes that the location of a funeral establish- <br />ment in an area primarily of a residential nature tends <br />to lessen the values of residential property. <br />The site is in a local business district. The basic pur- <br />pose of such a district is to provide services of a <br />local <br />nature just for the neighborhood. Mile there are <br />now located in the district establishments whose nature <br />is general, rather than local, the Planning Board believes <br />that these defeat the purpose for which the district was <br />created and recommends that there be no further additions <br />of business of a general nature to the district. <br />The site fronts on a narrow street and is too close to a <br />busy intersection. The lot on which it is proposed to <br />locate a funeral establishment is not large enough to <br />park cars of those attending funeral services. These cars <br />and the formation of funeral processions would necessarily <br />have to be on School Street and adjacent ways. This <br />street is heavily traveled in the morning, half the traf- <br />fic load on said street taking place in the morning hours <br />when many funerals take place. At this time and in the <br />early afternoon hours the street is one of the major means <br />of access to the Hastings School, buses using the route to <br />transport children back and forth to said school. Elimi- <br />nating the heavy air base traffic on Marrett Road, a Plan- <br />ning Board count taken on October 1, 1957 showed that just <br />between the house of 7:30 and 9:00 a.m. 811 cars passed <br />120 School Street.
