CAPITAL EXPENDITURES COMMITTEE REPORT TO 2018 ATM(incorporating Updates&Errata) <br /> Project Description Amount Funding Committee Recommends <br /> Requested Source <br /> (j)Pelham Road Sidewalk and $1,400,000 GF(Debt) Approval (6-0) <br /> Roadway Improvements <br /> "This project proposes to install a new sidewalk and replace the existing short section of sidewalk on <br /> Pelham Road from Massachusetts Ave. to the Town-owned facility at 20 Pelham Road. FY2019 funding <br /> will also be used to improve the sight distance at the intersection of Pelham Road and Massachusetts Ave. <br /> The proposed work includes ancillary improvements at these locations that include drainage installation <br /> and upgrades, road reconstruction, curbing, pavement markings, etc. A prior Town Meeting appropriation <br /> is available to design the project and prepare bid documents. The sidewalk portion of the project is <br /> estimated to cost $1,000,000 and the intersection improvements are estimated to cost approximately <br /> $400,000. Funding will provide for improved access and walkability along Pelham Road, specifically to <br /> the Town-owned facility." <br /> (Brown Book XI-9) <br /> Project Description Amount Funding Committee Recommends <br /> Requested Source <br /> (k) Street Improvements $3,573,796 $2,600,000 GF <br /> (2,600,000 of (Cash)+ <br /> which is to be $973,796 Approval(6-0) <br /> appropriated) Chapter 90 <br /> "This is an annual request for the street resurfacing and maintenance program. In addition to the <br /> $2,600,000 appropriated from the tax levy, $973,796 of Chapter 90 funds will be utilized. (Chapter 90 <br /> funding is based on Lexington's most recent allocation and on the current state allocation of$200 million <br /> statewide). Funds will be used for design, inspections, planning, repair, patching, crack sealing and <br /> construction of roadways and roadway related infrastructure including repair and installation of <br /> sidewalks. A preliminary list of the streets to be repaired under this article is currently being developed. A <br /> pavement management system is utilized to assist in analyzing the road network and selecting roadways <br /> for repairs. This funding will allow for the proper improvements and repair of Lexington's streets and <br /> sidewalks,increasing their quality and safety...." <br /> (Brown Book XI-24) <br /> The State's Chapter 90 funding does not need to be appropriated. <br /> This Committee welcomes that the total funding has not dropped from the $3,500,000 amount provided <br /> for in FY2018—which makes the FY2019 request the 5'h year in a row above the$3,000,000 level that the <br /> Town's roads consultant (BETA) has recommended as the amount needed to bring the average road <br /> conditions fully to the `Routine Maintenance"level. <br /> More information about this project is in the section titled Programs, Public Works, Roads on Page 20. <br /> Project Description Amount Funding Committee Recommends <br /> Requested Source <br /> TMOD <br /> (1) Hartwell Area TMOD Plan Update $50,000 Stabilization Approval (6-0) <br /> Fund <br /> "This is a request to update the Planning Board's Traffic Mitigation Plan for the Hartwell Avenue <br /> Transportation Management Overlay District (TMOD). The Traffic Mitigation Plan is a critical part of <br /> justifying mitigation payments from private development in the area. The creation of the Overlay District <br /> and its associated traffic fund was approved by Town Meeting in 2009 and the TMOD was approved in <br /> 2010. $50,000 is requested in FY2019 in order to update the current plan which will more accurately <br /> reflect improvements that the Town has implemented and zoning changes that are currently being pursued <br /> in the area." <br /> (Brown Book XI-21) <br /> 50 <br />
