CAPITAL EXPENDITURES COMMITTEE REPORT TO 2018 ATM (incorporating Updates&Errata) <br /> Public Facilities <br /> The Department of Public Facilities (DPF) coordinates and cares for all Town-owned buildings under the <br /> control of the BoS, Town Manager, Library Trustees, and School Committee. Expenses associated with <br /> the DPF staffing, maintenance (including preventive maintenance), custodial services, capital-project <br /> management, utilities, landscaping and grounds (at schools only), and managing of building rentals and <br /> other reservations for use of building spaces are the responsibility of this department. <br /> DPF is currently responsible for buildings at 25 locations. <br /> • Town Office Building <br /> • Cary Memorial Building(CMB) <br /> • Police Headquarters <br /> • Fire Department Headquarters <br /> • East Lexington Fire Station <br /> • Samuel Hadley Public Services Building <br /> Stone Building(previously used as the East Lexington Library) <br /> Cary Memorial Library <br /> • Visitors Center <br /> • Lexington Community Center(LexCC) <br /> • Senior Center in the Muzzey Condominiums, 1475 Massachusetts Avenue <br /> (now in caretaker status as Senior-Center activities are now at the LexCC) <br /> • Westview Cemetery <br /> • Hammond A. Hosmer House <br /> • Animal Shelter, Westview Street <br /> • 173 Bedford Street(recently purchased for initial use as swing space for <br /> the Fire Department Headquarters and then the Police Department) <br /> • Nine schools <br /> • Old Harrington School(Schools' Central Administration is the primary occupant). <br /> • 20 Pelham Road property(primary use planned as Lexington's pre-kindergarten facility, with an area set <br /> aside as a potential site for the Community Center Expansion) <br /> The DPF is organized around four areas: Administration, Project Management, Facility Maintenance and <br /> Repair, and Custodial Services. Administration administers the Department. Project Management handles <br /> major capital renovations and provides staff support to the Town's Permanent Building Committee for <br /> new construction. Facility Maintenance and Repair maintains and repairs all the facilities listed below. <br /> Custodial Services is responsible for custodial services in all those facilities. <br /> DPF has taken a systematic approach to solving problems that affect both Municipal and School <br /> buildings, including roofs, flooring, building envelope, and school paved parking and sidewalk areas. In a <br /> few cases the solutions have been programs with annual funding and could be considered more as <br /> ongoing maintenance than capital expenditures. However, as the needs exist and the work has been, and <br /> will be, funded using GF cash,the Committee supports labeling these projects as "Capital". <br /> The 2017 ATM and STMs approved several DPF-related appropriations. Municipal building-envelope <br /> funds (Article 16(c)) are being used for extraordinary repairs to the Town Office Building foundation and <br /> drainage system. Lexington High School(LHS)] Security Evaluation and Upgrade (Article 16(g))will use <br /> $150,000 for adding to and improving the security cameras and related recording equipment and is nearly <br /> completed. School Building Envelopes and Systems Program (Article 16(a)) received $222,200 for <br /> repairing water-infiltration damage at the Harrington Elementary School and Central Office brick repair. <br /> Lexington High School Air Conditioning for Teacher Planning Offices and Library (Article 16(b)) <br /> received $600,000 for heating, ventilating, and air-conditioning (HVAC) upgrades for those areas. The <br /> design work is in progress for this project. Facility and Site Improvements (Article 16(d)) received <br /> $387,226 for flooring replacement in the Cary Memorial Library, Paving at the Bridge Elementary School <br /> (completed), and School Traffic Safety improvements at the Bowman Elementary School (in design). <br /> Public Facilities Bid Documents Article 16(e)) received $217,979 for design and construction documents <br /> 28 <br />
