APPROPRIATION COMMITTEE-ATM 2018 <br /> Article 14: Appropriate for Police Station Rebuild-Design <br /> Funds Requested Funding Source Committee Recommendation <br /> $1,862,622 GF debt Approve (9-0) <br /> The request under this article is for the appropriation of funds to cover design and engineering <br /> costs for the police station rebuild. The existing police station opened in 1956 and lacks many <br /> basic amenities of a modern police facility. For example, the building does not have an elevator <br /> nor does it have a sally port for secure access to the cellblock. The building lacks a fire sprinkler <br /> system and does not meet seismic safety requirements of the building codes. The indoor firing <br /> range, locker rooms, garage, and office spaces are inadequate. Bathrooms in the basement and <br /> the second floor levels are not ADA compliant. The heating and cooling systems are inefficient <br /> and the building is serviced by two separate electrical systems which cause problems during out- <br /> ages. <br /> The Board of Selectmen has decided that the replacement station would be located at the site of <br /> the present station in Lexington Center. Preliminary design work indicates that the new station <br /> may incorporate parts of the facade of the existing building as well as newly constructed space. <br /> Prior to the commencement of construction, the Police Station would be temporarily relocated to <br /> 173 Bedford St. This will not occur until the Fire Department has vacated the 173 Bedford St. <br /> site. <br /> A request for construction funds is anticipated in the 2019 to 2020 time frame. At present it is <br /> also anticipated that the appropriation of construction funds would depend upon approval of ex- <br /> clusion of the debt service from the usual limitations of Proposition 2.5 in a referendum to be <br /> held in 2019 or 2020. The debt service for the present appropriation of design funds would be <br /> covered under the debt exclusion allowance. <br /> The Committee recommends approval of this request(9-0). <br /> Article 15: Appropriate for Recreation Capital Projects <br /> Funds Requested Funding Source Committee Recommendation <br /> $60,000 Recreation EF Approve (9-0) <br /> The request under this article is for $60,000 of the balance in the Recreation Enterprise Fund retained <br /> earnings to be used for purchase of new equipment that would support maintenance of the Pine Meadows <br /> Golf Course. The equipment would comprise a lawn mower, a bunker rake, and a spreader. A slightly <br /> longer justification may be found on page XI-22 of the Brown Book. More information on the status of <br /> the Recreation Enterprise Fund may be found in the discussion of Article 5. <br /> The Committee recommends approval of this request(9-0). <br /> 38 <br />
