25 <br />LEXINGTON, March 9, 1900. <br />To the Honorable Board of Selectmen and Citizens of Lexington : <br />The committee on a new highway, appointed at the annual town <br />meeting of the citizens of I.exingFon, March, 1899, desire to submit <br />the following report : <br />Your committee have located what they believe to be the most <br />advantageous route for the proposed highway. <br />This would leave Waltham street south of Mr. C. H. 1Viswell's <br />place running to Highland avenue, as already constructed and which <br />should be widened to eighty (S0) feet, and then continuing across <br />the lands of Lexington Land Co., Messrs. Wm. Monroe and -Wm. A. <br />Tower to the state road, at a point opposite the entrance to a right <br />of way that leads to the Whalen place. <br />After crossing the state road the new highway would run in the <br />directions of the southerly side of the new water tower, East Lex- <br />ington, thence along the top of the hills gradually converging to <br />the right and entering Pleasant street between the estates of Mrs. <br />Everett Smith and Cornelius Wellington, continuing up to Arlington <br />Heights, and connecting with such extensions of roads as the town <br />of Arlington might make. <br />We believe this highway should be laid out to the width of eighty <br />(80) feet to pro\ide ample room for electric railroads with a road- <br />way on either side. <br />We think such a highway would develop a large area of land, <br />making extensive building sites, which at present have no approach. <br />On account of the largely increased value of the land which <br />would be created by the liberal construction of such a highway, we <br />believe that the land should be donated, and a well -constructed <br />26 <br />gravel road, not less than eighteen (18) feet wide, should be built <br />at the expense of the land owners, either by direct contribution or <br />a system of betterment taxation to be determined by the town. <br />In order that this highway may be constructed for the best inter- <br />ests of the town, your committee recommend that the services of an <br />expert road engineer be employed to make a survey and all neces- <br />sary estimates for construction and establish a grade to which this <br />highway shall be built. <br />From such information as we have obtained we believe that such <br />a survey and engineering specifications will cost within three hun- <br />dred and fifty dollars 0350.00), and your committee recommend <br />that the sum of $350.00 be appropriated for this purpose. <br />Signed. <br />EDWARD P. Wellington moved that the sum of $350 be appropri- <br />ated, to be expended by said committee for the purpose of making <br />surveys for the proposed highway. On vote the moderator declared <br />the motion not carried. Vote doubted and house polled with the <br />following result : Yes" 40, " No" 49. <br />ART. O. To choose a tree warden for the term of one year, in <br />accordance with the provisions of Chapter 330 of the Acts of 1899. <br />ART. 6. To choose such town officers as are required by law and <br />are usually chosen by nomination. <br />Mr. A. E. Scott moved that Articles 5 and 6 be laid on the table, <br />which was voted. <br />
