39 <br />when the frost is coming out. of the ground the road <br />heaves badly, which causes it to rut deeply, and the road <br />being flat the water stands in these ruts, showing plainly <br />that the foundation, or road bed, is not of proper material <br />for good drainage. <br />The board unanimously agrees that Lowell street demands <br />our immediate attention, but it seems to us an impossibility <br />to macadamize Lowell street at present with our state high- <br />way appropriation of $11,000 which must be expended at <br />once. The macadamizing of Lowell street would necessi- <br />tate the moving of the crusher and fixtures, which we would <br />not recommend until the completion of the State road. <br />But we would advise and recommend that Waltham street <br />be macadamized and Massachusetts avenue, before the <br />crusher is moved. Thus we would not deem it advisable to <br />macadamize Lowell street at present. But we would recom- <br />mend that Lowell street be repaired with a road bed of <br />stone of sufficient depth to give good drainage, with the <br />necessary amount of gravel to bind and hold this bed of <br />stone in place. This will make a good hard, dry road <br />and a suitable foundation for macadam in the future. <br />We would not think it advisable to repair the whole of <br />Lowell street this year, but think we might repair one mile <br />this year and balance in the future. <br />JOHN F. Wellington moved that the whole matter be left to <br />the selectmen and the house was polled with the following <br />40 <br />result, in favor 11, opposed 25, and it was declared not a <br />vote. <br />ART. 9. Voted, That the sum of fifteen hundred <br />($1,500) dollars be appropriated for the support of the <br />poor at the poor farm the ensuing year. <br />ART. 10. Voted, That the sum of thirty-five hundred <br />($3,500) dollars be appropriated for the support of the <br />outside poor the ensuing year. <br />ART. 11. Mr. W. H. Whitaker moved the sum $10,000 <br />for support of highways the ensuing year. <br />Mr. J. F. Maloney moved an amendment to make the <br />amount $13,000 and after some discussion it was <br />Voted, That the sum of thirteen thousand ($13,000) <br />dollars be appropriated and assessed for the support of <br />highways the ensuing year, of which sum, at least $3,000 <br />be expended on Lowell street, and that the selectmen keep <br />a separate account of money expended on Lowell street. <br />ART. 12. Voted, That the sum of forty-five hundred <br />($4,500) dollars be appropriated for the support of street <br />lights the ensuing year. <br />ART. 13. Mr. A. S. Mitchell asked for information in <br />regard to testing hydrants which was ordered at a previous <br />meeting. <br />Mr. C. G.
