<br />Minutes of the <br />Lexington Capital Expenditures Committee (CEC) Meeting <br />April 13, 2016 <br />Location and Time: <br /> Cary Memorial Building, Cotton Room 7:00 .. <br />PM <br />Members Present: <br /> Jill Hai, Chair; David Kanter, Vice-Chair & Clerk; Elizabeth Barnett; <br />Rod Cole; Wendy Manz <br />Members Absent: <br /> None <br />Others Present: <br /> None <br />Documents Presented: <br /> Notice/Agenda of CEC Public Meeting, April 13, 2016 <br /> CEC Report to the February 8, 2016, STMs 2016-1 & 2016-2, released <br />February 1, 2016 <br /> Lexington Town Warrant for April 25, 2016 Special Town Meeting (STM) 2016-4, <br />released March 28, 2016 <br />Call to Order: <br /> Ms. Hai called the meeting to order at 7:15 .. <br />PM <br />Discussion on any matters included in STMs 2016-2 & 2016-4 <br />Ms. Hai advised the Committee that it will participate in a joint meeting to be held next <br />th <br />Tuesday evening (April 19) with the Appropriation Committee. At that meeting, two <br />members of the Board of Selectmen (BoS) will provide an update, for open-session <br />discussion, regarding the BoS information on the two, current, potential, land purchases: <br />The property at 20 Pelham Road (STM 2016-2, Article 2) and the Belmont Country Club <br />land (STM 2016-4, Article 5). All previous information on the status of both potential <br />purchases has been discussed by the BoS only in its Executive Sessions. (The Committee <br />had taken a “Pending” position regarding the Pelham Road purchase in its report to <br />STM 2016-2 on February 1, 2016.) <br />th <br />As STM 2016-4 will be opened on Monday, the 25, this Committee needs to release its <br />report on as many of that STM’s Articles as practical, as soon as possible. (That will be <br />later than the usual 1-week-in-advance-of-deliberation publication schedule.) As <br />th <br />STM 2016-2 is expected to be called back into session on May 9, this Committee will <br />need to produce a supplement to its earlier report to provide an updated position unless it <br />remains “Pending” for even later, additional, information. <br />The Committee then reviewed the Articles in STM 2016-4 to determine which warranted <br />reporting by this Committee. Motions were made and seconded regarding each Article with <br />the following results: <br /> Article 1, Reports of Town Boards, Officers, Committees: At least for the Committee’s <br />report to be received and placed on file.Vote: 5–0 (Has no bearing on the report’s content.) <br /> Article 2, Minuteman Regional School Bonding Authorization: Not to report. Vote: 5–0 <br />Article 3, Accept Easement—482 Bedford Street: To report. Vote: 4–1 (Mr. Kanter in <br />opposition as he considers this matter outside the scope of this Committee’s <br />responsibilities.
