CAPITAL EXPENDITURES COMMITTEE REPORT TO 2016 ATM
<br />year since Lexington's adoption of the CPA, the number of new housing units actually produced or in
<br />process over that time has not kept pace with the creation of market rate units.
<br />The CPC is recommending additional community - housing funds for FY2017. (See Article 8(e & f))

<br />Planning
<br />The mission of the Planning Board and the Planning Department is to envision the Lexington that will
<br />best serve the needs and preferences of its residents and to work toward realizing that vision by managing
<br />growth and change. Among its responsibilities is transportation planning.
<br />In 2014, the existing Traffic Safety Advisory Committee (TSAC) was dissolved by the Board of
<br />Selectmen, and the Town Manager appointed a working group, the Transportation Safety Group (TSG),
<br />in its place. The change is intended to allow staff to evaluate requests, develop proposals, and move to
<br />implementation in a more timely fashion. The TSG receives input from liaisons from the Commission on
<br />Disability, and the Bicycle, Sidewalk, and Transportation Advisory Committees, and brings proposed
<br />projects or regulation changes to the Town Manager. Related funding requests at the design stage may
<br />then go to the Planning Department that manages an appropriation to accomplish such designs. (The
<br />projects ultimately move to the Department of Public Works, for example, for implementation.)
<br />This year is the first time that Town Meeting is being presented with a Capital - related proposal from the
<br />Planning Department. The proposal reflects the Town's current focus on transportation planning. (See
