APPROPRIATION COMMITTEE- STM 2016 -3 Introduction The Appropriation Committee is appointed by the Town Moderator and serves as an advisory group to the elected members of Town Meeting. The Committee is required by Town by -law to present its recom- mendations to Town Meeting prior to any vote with a financial impact on the Town. This report summa- rizes the Committee's deliberations and analyses regarding the Warrant Articles deemed to have financial significance, along with the vote of the Committee for each Article. The Committee also gives oral re- ports and responds to questions during Town Meeting as necessary, or when important information has become available following the publication of a report. Debate for the articles in Special Town Meeting 2016 -3 is scheduled to start on March 21, 2016, therefore this report is being released one week prior to that, on March 14, 2016. This advance report will be dis- tributed to the members of Town Meeting as an electronic document via the Town website. The contents of this report will also be incorporated into the full report of the Committee to the 2016 An- nual Town Meeting. The full report will be published, in both hard copy and electronic form, on March 21, 2016, one week prior to the first session when financial articles in the Annual Town Meeting Warrant are anticipated to be taken up. 1
