i <br /> DESCRIPTION: Proposition 21 restricts the annual increase in the tax levy <br /> to 21% of the levy for the prior fiscal year. Currently the Town is <br /> levying $27.1 million and is restricted to an increase of $677,000. This <br /> article would authorize the Selectmen to petition for legislation to have <br /> the Town's levy limit go to $31.7 million, which is 21% of the $1.267 <br /> billion full and fair cash value of the Town's property. The actual <br /> appropriation level would continue to be set by Town Meeting vote. <br /> ARTICLE 8 AUTHORIZE SPECIAL LEGISLATION <br /> TO AMEND SELECTMEN-TOWN <br /> MANAGER ACT <br /> To see if the Town will vote to authorize the Selectmen to petition the General <br /> Court for an act to amend Chapter 753 of the Acts of 1968, as amended, the <br /> Selectmen-Town Manager Act, and vote to amend the General By-Laws of the Town of <br /> Lexington in connection therewith, all in accordance with the report and <br /> recommendations of the Selectmen as filed with the Town Clerk; or act in any <br /> other manner in relation thereto. <br /> (Inserted by the Board of Selectmen) <br /> DESCRIPTION: In May 1982 the Board of Selectmen appointed and charged a <br /> 7-member committee to review the Selectmen-Town Manager Act and recommend <br /> appropriate changes and/or revisions. The Committee's recommendations were <br /> still under review by the Board at press time. Action by Town Meeting <br /> would be required to petition the General Court for an Act to implement any <br /> or all of the proposed changes to the Act, and to approve changes in the <br /> General By-Laws. <br /> ARTICLE 9 AUTHORIZE SPECIAL LEGISLATION <br /> CREATE HOUSING ASSISTANCE <br /> BOARD <br /> To see if the Town will vote to authorize the Selectmen to petition the General <br /> Court for an act to establish a non-profit housing corporation to provide <br /> affordable housing in the Town and to accept funds from the sale of Muzzey <br /> Junior High School and any other available funds for such purpose; or act in any <br /> other manner in relation thereto. <br /> (Inserted by the Board of Selectmen) <br /> DESCRIPTION: This article would create a board, to be appointed by the <br /> Board of Selectmen, to acquire and manage non-profit housing for low and <br /> moderate income residents. The development of Muzzey School proposed at <br /> the Special Town Meeting and the Bedford Street property offered in <br /> Article 15 are two examples of areas where this board might be utilized. <br />
