-5- <br /> ARTICLE 9. To see if the Town will vote to amend the General By-Laws <br /> by inserting in ARTICLE XXI thereof a new Section 2. to read substantially <br /> as follows: <br /> Section 2. All boards, officers, committees, and other agencies of <br /> the Town, which deal on behalf of the Town in making contracts for the <br /> purchase of goods or services, or for the construction, renovation, or repair <br /> of buildings or other improvement of real estate, may make appropriate <br /> arrangements for special programs of recruitment, training, and employment <br /> of minority-group members in the various grades and classes of work performed <br /> pursuant to such contracts, and, subject to appropriations specifically <br /> designated for such purposes, may expend Town funds and may make such <br /> arrangements, when appropriate, in the form of requirements, to be included <br /> in such contracts, that contractors engage in such recruitment, training, <br /> and employment as a part of the work to be performed, or may make such <br /> arrangements in the form of cdlateral agreements or informal working <br /> arrangements with contractors. <br /> ARTICLE 10. To see if the Town will appropriate an additional sum of <br /> money to be used in conjunction with money appropriated under Article 6 of <br /> the Special Town Meeting held on June 12, 1967 for the purpose of meeting <br /> the Town's share of the expenses of the West Suburban Regional Refuse <br /> Disposal Planning Board formed by the regional refuse disposal planning <br /> committees of the towns of Lexington, Bedford, Concord, Lincoln and Weston <br /> and the city of Waltham, pursuant to the provisions of Chapter 40, <br /> Section li4B, of the General Laws, as amended; or act in any other manner <br /> in relation thereto. <br />
