November 8,2021 Special Town Meeting#1(2021-1),cont. <br /> 9:56 p.m. Charles Hornig,Planning Board Chair,presented information for Article 16 and <br /> reported that the Planning Board voted recommended approval of the Motion with a <br /> vote of 4 in favor and 1 opposed. He noted that it offered diversity in the amount of <br /> residential parking provided for residents and potential residents who did not require 2 <br /> parking spaces as well as decreasing the amount of paved area. <br /> 9:57 p.m. Joseph Pato,Select Board Member,stated that Select Board unanimously supported <br /> the Motion. <br /> 9:58 p.m. Jeri Foutter, Chair of the Housing Partnership Board, noted that the discussion <br /> highlights between the joint meeting of the Housing Partnership Board and Planning <br /> Board on November 4ffi , included the fact that this was minimum, not a maximum <br /> requirement, and that currently more than 25%of dwelling units had 1 parking space. <br /> Ms. Foutter noted that the Board had voted with 8 in favor and 1 abstention to <br /> recommend approval of the Article. <br /> 9:59 p.m. The Moderator opened the floor for debate and questions. <br /> 10:00 P.M. Members discussed the pros and cons of allowing the zoning changes. <br /> Mr. Hornig noted that it mostly came into play in large developments as single family <br /> homes would have the space to permit 2 or more cars and that it was a minimum,not a <br /> requirement. <br /> 10:29 p.m. Lawrence Chan,Pct.4,called the question. <br /> The Moderator opened voting on the Motion to Close Debate. <br /> Following remote electronic vote tallying,the Moderator declared the: <br /> Motion to Close Debate <br /> Carries on a vote of: <br /> Yes No Abstain <br /> 143 19 9 <br /> MOTION CARRIES <br /> 10:32 p.m. As Mr.Hornig did not have final comments,the Moderator opened voting on Article <br /> 16. <br /> Following remote electronic vote tallying,the Moderator declared: <br /> Article 16 <br /> Adopted on a vote of: <br /> Yes No Abstain <br /> 116 47 8 <br /> MOTION CARRIES <br /> 10:37 p.m. Deborah Strod, Pct. 6, stated that vote had not registered in the system, but she had <br /> received feedback that it had. <br /> 10:38 p.m. The Moderator asked that the vote were revised to include her"no"vote,as follows: <br /> Yes No Abstain <br /> 116 48 8 <br /> MOTION CARRIES <br /> 10:39 p.m. The Moderator noted that things had gotten a bit backed up and that she was <br /> concerned with only holding Wednesday and Thursday due to the number of Articles <br /> still needing to be addressed. As such,she asked that Ms.Hai motion to continue to <br /> the following evening. <br />
