November 8,2021 Special Town Meeting#1(2021-1),cont. <br /> Robert Avallone,Pct. 8,asked the Select Board to clarify who was in favor/opposed <br /> on Motion number 3. <br /> Ms.Hai stated that she had been a"no"for Motion 3 and largely for the reasons Mr. <br /> Hornig stated regarding exempting 60%of the land for preservation. <br /> Mr.Pato stated that now that he has heard the Planning Board he also supported <br /> Motion 2 and he was satisfied with Mr. Creech's Amendment in Motion 3. <br /> Mr. Sandeen stated that he would echo Mr.Pato's comments and would also support <br /> Motion 2. <br /> Ms.Hai noted that this would update their tally to 3 members in favor of Motion 2, <br /> with 2 members waiting. <br /> 9:29 p.m. As there were no persons waiting to be heard,the Moderator opened the vote on <br /> Motion 2. <br /> Following remote electronic vote tallying,the Moderator declared the: <br /> Motion to Amend Article 15,Motion 2(Parking) <br /> Adopted on a vote of: <br /> Yes No Abstain <br /> 159 12 6 <br /> MOTION CARRIES <br /> 9:32 p.m. The Moderator opened the vote on Motion 3. <br /> Following remote electronic vote tallying,the Moderator declared the: <br /> Motion to Amend Article 15,Motion 3(Open Land) <br /> Fails on a vote of: <br /> Yes No Abstain <br /> 63 102 13 <br /> MOTION FAILS <br /> 9:35 p.m. The Moderator opened the floor for discussion and debate on the Main Motion as <br /> amended with the parking change,and then asked Town Counsel to confirm that when <br /> they moved the next vote that it was a simple majority. <br /> Counsel Marshall confirmed that it would be a simple majority. <br /> 9:37 p.m. The Moderator reminded the Meeting Members that this was not the only zoning <br /> article planned for the evening. <br /> 9:38 p.m. Members discussed whether permitting would allow certain types of housing,while <br /> trying to meet the goals of more affordable housing and addressing"by right" <br /> permitting. <br /> 9:49 p.m. Dawn McKenna,Pct. 6.,called the question. <br /> 9:50 p.m. The Moderator opened voting on the motion to close debate. <br /> Following remote electronic vote tallying,the Moderator declared the: <br /> Motion to Close Debate <br /> Carries on a vote of: <br /> Yes No Abstain <br /> 125 36 14 <br /> MOTION CARRIES <br /> 9:51 p.m. With debate closed,the Moderator recognized Mr.Hornig for closing remarks. <br />
