DESCRIPTION: Two years ago, the LexHAB Ad-Hoc Review Committee of the Board of <br /> Selectmen recommended that LexHAB pursue the acquisition of existing housing units rather <br /> than construct buildings on vacant land or open space. This recommendation was made out <br /> of a concern that Lexington was running out of vacant land, and that continued new <br /> construction would most likely result in net gains to the population of both the town and <br /> Lexington schools. The committee expressed a preference for providing affordable housing <br /> through acquiring existing properties through purchase or donation. <br /> ARTICLE 44 CHANGE DATE OF ANNUAL TOWN ELECTION <br /> To see if the Town will vote to change the date of the annual town election to the third Tuesday <br /> of May by amending sections 4, 5, and 6 of Article III of the General By-Laws and to make such <br /> other changes to such sections as may be necessary as a result thereof, or act in any other manner <br /> in relation thereto, and to authorize the Selectmen to take any steps necessary to effectuate such <br /> change. <br /> (Inserted by Dawn McKenna and nine or more registered voters) <br /> DESCRIPTION: This article has been submitted at the request of the Town Meeting <br /> Member's Association. Currently, three weeks after a town official is elected they vote on <br /> major initiatives without having had the benefit of participating in the formation thereof and <br /> without receiving months of information on town issues. By moving the election to May, <br /> newly elected officials will take office after the end of Town Meeting and will be able to <br /> participate in the hearings leading up to Town Meeting. In addition, voter turnout in Federal <br /> and State elections is very high but low for local elections. By moving the election to <br /> Tuesday, it is hoped that fewer people will be confused. In addition, a May date will reduce <br /> the risk of weather affecting turnout. <br /> ARTICLE 45 TRANSFER SPENCER STREET LAND <br /> TO CONSERVATION COMMISSION <br /> To see if the Town will vote to transfer the care, custody, management and control of any part of <br /> the land shown as Lot 2 on plan entitled"Compiled Subdivision Plan of Land in Lexington, MA <br /> (Middlesex County)"recorded as Plan No. 1324 of 1996 in the Middlesex County South <br /> Registry of Deeds to the conservation commission for conservation purposes, including outdoor <br /> recreation as provided by Section 8C of Chapter 40 of the General Laws: said land being located <br /> at the end of Spencer Street and being formerly of Augusta, or act in any other manner in relation <br /> thereto. <br /> (Inserted by Michael J.
