ARTICLE 41 AMENDMENT TO ZONING BY-LAW <br /> PARKING REQUIREMENT FOR SECONDARY SCHOOLS <br /> To see if the Town will vote to amend section 11.3.1(2)(a) of the Zoning By-Law to increase the <br /> parking requirements for secondary schools (other than elementary schools) from 2 per <br /> classroom and to make such other changes to sections of the Zoning By-Law necessary to <br /> effectuate such change, or to act in any other manner that will increase the parking requirements <br /> for secondary schools. <br /> (Inserted by Dawn McKenna and nine or more registered voters) <br /> DESCRIPTION: The current schools parking zoning requirements do not provide adequate <br /> parking for employees. At the secondary level, students who drive to school compound the <br /> problem. This article seeks to change the parking requirements to more accurately reflect <br /> use. It includes a formula for parking based on the number of classrooms, and based on the <br /> square footage of office space and gymnasium space. It also provides for additional parking <br /> for buildings containing auditoriums based on seating capacity. <br /> GENERAL ARTICLES <br /> ARTICLE 42 GUIDELINES FOR FINANCING CAPITAL EXPENDITURES <br /> To see if the town will vote to adopt a resolution establishing certain guidelines for budgeting <br /> and financing capital expenditures, or act in any other manner in relation thereto. <br /> (Inserted by the Appropriation Committee and Capital Expenditures Committee) <br /> DESCRIPTION: The Board of Selectmen, School Committee, Capital Expenditures <br /> Committee, Building Finance Committee, Long Range Planning Committee and the Town's <br /> Capital Budget Team have each identified funding levels required to renew, replace, improve, <br /> and expand the Town's equipment, buildings, and infrastructure. The Town needs a <br /> systematic, long-term approach to budgeting and financing capital expenditures,particularly <br /> those capital investments that the tax levy must support. <br /> ARTICLE 43 LEXHAB REQUIREMENTS <br /> To see if the Town will vote to direct that the Lexington Housing Assistance Board, Inc. <br /> (LexHAB) be required to comply with the January 10, 1996, recommendation of the LexHAB <br /> Ad-Hoc Review Committee of the Board of Selectmen by pursuing the purchase of existing <br /> housing units (including the land, if appropriate)rather than constructing buildings on vacant <br /> land or open space in order to help provide affordable housing in Lexington. <br /> (Inserted by John Niles and nine or more registered voters) <br /> 33 <br />
