267 <br /> The Appropriations Committee held a meeting with the School Committee, <br /> at 7:45 P .M. , on Monday, September 22, 1969, in the School Committee <br /> Room of the School Administration Building. Members present were <br /> Robert M. Gary, Chairman, Edward F. Furash, Vice Chairman, Elizabeth . <br /> Flynn, Secretary, J. H. Blaisdell, Levi G. Burnell, Jack L. Mitchell, <br /> H. Bigelow Moore, Richard M. Perry, Comptroller, Donald B. White and <br /> Louis P. Zehner. <br /> PERSONNEL, BOARD <br /> .T.22=_212. 2.1_11-E1.0 rkChairman of the School Committee stated that <br /> he had read the memorandum from Appropriations with respect to <br /> the establishment of a Personnel Board and that he felt points <br /> more applicable to school operation were not covered. The <br /> School Committee is interested in conserving expenses and al- <br /> locating personnel resources . With respect to non-certified <br /> personnel there are about 125 people and at present there is <br /> � <br /> a personnel man to oversee policies and maintain comparable <br /> salaries with other Town employees . This set up has a good <br /> working relationship and seems to function well. <br /> Gary-questionned if fringe benefits were available to non-certi- <br /> fied school and town employees . A Personnel Board would be <br /> equipped to look at inequality in comparable positions . The <br /> Appropriations Committee is not equipped to set standards . <br /> Fobert-there is not significant difference between town and <br /> school custodians . <br /> Gary-stated that at this point the Selectmen will impliment the <br /> Personnel Board or Town Meeting will adopt a more formal Per- <br /> sonnel Board or a more disciplined formal approach. Perhaps <br /> such a Board is not germain to the School Department. The <br /> Selectmen now have an ad hoc salary study committee working. <br /> Clarke-would it be helpful if the School Committee appealed to <br /> the Selectmen to pursue the Personnel Board? <br /> Furash-suggested a note of consideration <br /> PRO FORMA <br /> Clarke-is it forthcoming? <br /> R. Perry and E . Furash are working on it and hope to have it <br /> within two weeks . <br /> GREY NUNS PROPERTY <br /> Clarke-consensus of the meeting with the Selectmen to get an <br /> architect to look at the site and make preliminary drawings and <br /> a study to determine if its purchase, with additions, would be <br /> good for Town economy. <br />
