CAPITAL EXPENDITURES COMMITTEE REPORT TO 2022 ATM& STMs 2022-1 & -2 <br /> Public Facilities <br /> The Department of Public Facilities coordinates and cares for all Town-owned buildings under the control <br /> of the SB, Town Manager, Library Trustees, and School Committee. Expenses associated with the DPF <br /> staffing,maintenance (including preventive maintenance), custodial services, capital-project management, <br /> utilities, landscaping and grounds (at schools only), and managing of building rentals and other <br /> reservations for use of building spaces are the responsibility of this department. <br /> DPF is currently responsible for buildings at 26 locations: <br /> • Town Office Building <br /> • Cary Memorial Building (CMB) <br /> • Police Station <br /> • Fire &Rescue Headquarters <br /> • East Lexington Fire &Rescue Station <br /> • Samuel Hadley Public Services Building <br /> • Stone Building (in caretaker status;previously used as the East Lexington Library) <br /> • Cary Memorial Library <br /> • Visitors Center(substantially complete as of July 2020) <br /> • Lexington Community Center <br /> • Unit in the Muzzey Condominiums, 1475 Massachusetts Avenue <br /> (in caretaker status;previously as Senior Center—which is now at the LexCC) <br /> • Westview Cemetery <br /> • Hammond A. Hosmer House (in caretaker status) <br /> • Animal Shelter,Westview Street <br /> • 173 Bedford Street (was swing space for the Fire &Rescue Headquarters; expected to be for the <br /> Police Station) <br /> • Ten schools (replacement building for Maria Hastings Elementary School is complete and <br /> occupied, additional work on the site is ongoing) <br /> • Old Harrington School (Schools 'Central Administration is the primary occupant). <br /> The DPF is organized around four areas: Administration, Project Management, Facility Maintenance and <br /> Repair, and Custodial Services. Administration administers the Department. Project Management handles <br /> major capital renovations and provides staff support to the Town's Permanent Building Committee for <br /> new construction. Facility Maintenance and Repair maintains and repairs all the facilities listed below. <br /> Custodial Services is responsible for custodial services in all those facilities. <br /> DPF has taken a systematic approach to the needs of both Municipal and School buildings, including <br /> roofs, flooring, building envelope, and school paved parking and sidewalk areas. In a few cases the needs <br /> are met by programs with annual funding and could be considered more as ongoing extraordinary <br /> maintenance. However, as the needs exist and the work has traditionally been funded using GF cash, the <br /> Committee supports labeling these projects as "Capital". <br /> The 2021 ATM and STM 2021-1 approved several DPF-related appropriations: <br /> • Lexington Police Station Rebuild Design (2018 ATM, Article 14, $1,862,622, STM 2021-1, <br /> Article 5, $870,000) This is currently finished with Design Development and anticipating <br /> construction funding at the STM 2022-1. There are more details presented below. <br /> • Building Flooring Program (Article 16(b)(1)): Work has been completed at the High School, <br /> Clarke &Diamond Middle Schools, and the Town Office Building. <br /> • The School Paving Program (Article 16(b)(2)): Work has been completed at the Harrington <br /> School on the backside near the playground area as well as some sidewalk work. <br /> 30 <br />
