469 <br /> As theast Village grows in population , it will become more <br /> apparent whore tne next school should be built . At present it is not <br /> clear whether that future building should be on the right hand or <br /> the left hand side of Massachusetts Avenue , nor just how rar this <br /> side of the Arlington line , but considering both sides of the Avenue <br /> together now and looking ahead five years , ther i of 'large enough <br /> population to support a new school near the Arlington line with any <br /> e conomy to the Town . In fact a now school elsewhere might prove a <br /> liab ility .Moreover , the Town must purchase a site , and until it is <br /> plain where that site should be , we are better off on the present <br /> location . <br /> It is also the unanimous opinion of this Committee that the <br /> Town would have to expend at 1.eaat 42U , 000 . 00 more to place a school <br /> e lsewhere and then be no better off than by building on to the Adams <br /> School as originally planned eighteen years ago . <br /> THE ADDITION . <br /> This Committee , under the vote of the sown last Jail , <br /> now brings in the following recommendation having prepared plans and <br /> received bids . <br /> An addition to the Adams school calling for six new class- <br /> rooms and leaving an unfinished lower story on the ground level <br /> which can be developed at small expense when the need comes into <br /> three additional rooms . Unless the growth of the population is much <br /> greater than in the past five years , this present addition , as said <br /> before , will care for five years , and tne finishing of three rooms <br /> in the basement will probably care for other growth in the East <br /> Village . <br /> We have mentioned that there are certain reLtrictive State <br /> . laws in reference to alterations of public building . <br /> Adams c' chool is eighteen years old and these laws re- <br /> (Intro us to make over some changes in our present Adams School . <br /> Certain other changes are desirable in view of the <br /> larger number of children who will use the school . This refers <br /> e specially to children who bring lunches , and to a place to exercise <br /> and play. The children now use t :e basement in foul And cold weather . <br /> u ith the new and much increased school , we will have to use so <br /> much of the basement that it is not given o'er to other purposes , <br /> and' also use the auditorium as a sort of combination of playroom and <br /> auditorium . This means work in the existing building as we do not <br /> think the present finish of the auditorium will stand the wear and <br /> tear of children ' s play . <br /> To revamp the old building , erect the new , install a <br /> sprinkler system, ecuip with furniture and regards so much of the <br /> ground as will need it , will cost approximately 487 , 5u0. 0U . <br /> The Committee now has definite bids . We can figure the <br /> cost of the furniture , and we have an accurate estimate on sprinkler <br /> system. <br /> When the work is finished , t h a Town will have in the East <br /> Village Its largest grade school unit , well located becauc.e of the <br /> playground and the set- back from the street , and protected against <br /> fire hazard by a sprinkler system. <br /> This proposed sprinkler system in this school will bo a <br /> great protection , out it is not Liu per cent . To give. complete <br /> protection would cost more than the situation warrants , The system <br /> proposed will sprinkle everything in tne building except the roof <br /> and auditorium, that is , all concealed places like wardrobes , closets <br /> and boiler rooms ; all stairways and all corridors ; all rooms where <br /> fire might jet started and nft be observed . It will decrease the <br /> insurance rate from 32 and 3b to 20 . If both buildings , when complete , <br /> have an insurable value of jI70 , 0uu . Q0 , the difference on insurance <br /> would be about 4250 . 0u a year . This would pay for the Lystem in <br /> :bout ten years . If the system is left out , the Town will pay that <br /> 4260 . 00 a year as long as the school lasts We estimate the useLul <br /> �► <br /> lite on the new structure combined with the old at thirty years . <br /> At the time the Town voted an appropriation for the new <br /> 1' ranklin School , it was' stated tnat the Committee had to choose <br /> between erecting that building or making this addition to Adams . <br /> We did not wish to have those neeeded projects overlap , and the Town <br /> voted the ira nklin Schools funds , realizing that Adams School was <br /> pressing on its heels . <br /> The Committee therefore urges the Town to go forward with <br /> Adams School now . <br /> The citizens of 'Hast Village have endured with patience <br />
