223 <br /> In the years past inspections have been made by the New <br /> England Insurance Exchange - - the last in 190 . <br /> Different Committees and Water Boards have studied the <br /> water problems . <br /> Never beforeto our knowledge have the problems of the <br /> Board of Select cn and Public VVorks , the Eire Department and the <br /> Water Supply haSPerhaps it may.P tudied jointly . . <br /> said that � be safely <br /> e <br /> a similar opportunity never presented itself . So <br /> rapidly has our Town grown that we have not noticed the demands <br /> that are made upon these departments . <br /> As a result of our studies we beg to report as follows : - <br /> In order to provide an adequate and efficient fire <br /> department consistent with our ability to pay and the Fire <br /> Insurance Exchange re :iuirements , we recommend -- <br /> 1 - The purchase of 750 gallon combination pump . <br /> That no more permanent men be added to the force at present . <br /> - That the present apparatus and equipment which is inade- <br /> quate be supplemented and the fire alarm system which is <br /> deficient , be completely overhauled , modernized and ex- <br /> tended . <br /> - That the proper number of permanent men cannot be <br /> determined until a skilled permanent chief has been <br /> appointed and given time to reorganize the Tesent force . <br /> That arrangements should be made to send all the permanent <br /> men to the Boston Fire Training School . <br /> Prior to this inquiry drills were held so infrequently <br /> as to be of no value ; since then, drills havebeen held and <br /> the efficiency of the force somewhat improved . <br /> 4 - That while it is possible to consolidate the two fire houses , <br /> it is not advisable to do it . <br /> 5 - Is answered in the previous paragraph . <br /> 6 - The ' employment of a permanent Chief , one who is a graduate <br /> of the Boston Fire Training School , and who has no other <br /> business interests directly or indirectly to the welfare of <br /> the Citizens . The Chief to co-operate with the Board of <br /> Selectmen in carrying out the recommendation of the New <br /> England Insurance Exchange and Chief Walsh as contained in <br /> their reports filed with the Town Clerk, not inconsistent <br /> with the general recommendation contained herein . <br /> 7 - The present organization consists of a Board of Engineers <br /> appointed annually by the Board of Selectmen . <br /> This Board of Engineers has full control of the department <br /> subject only to the vote of the Town . <br /> The present Call Chief presumably under the hcts of 1916 <br /> and 1917 <br /> previously accepted by the Town , holds his position <br /> indefinitely subject to removal only by the Selectmen . <br /> 8 - That additions to our present water system be made to meet <br /> the recommendation of the New England Insurance Exchange , <br /> Chief Walsh , and Metcalf & Eddy , rngineers , employed by <br /> the Selectmen to study the water and sewer problems of the <br /> Town . <br /> 9 - That the following additional suggestions be adopted : - <br /> ( 1 ) That two new fire stations be built and the present ones <br /> abandoned . <br /> (a) A new 3-door headquarters on Bedford Street on <br /> land to be bought for that purpose . <br />
