Permanent Building Committee <br />Town of Lexington <br />201 Bedford Street, Room 221 <br />July 9, 2015 7:00 PM <br />Present: Jon Himmel, Chairman, Eric Brown, Vice Chairman, Dick Perry, Bill Hurley, <br />Kate Colburn <br />Absent: Philip Coleman, Peter Johnson, Lee Noel Chase, Charles Favazzo and Carl <br />Oldenburg <br />Guests: Paul G. Kalous and Dave Billings, Hill International; Ken DiNisco, Donna <br />DiNisco and Angel Khazadian, DiNisco Design Partnership; Judy Crocker, School <br />Committee Liaison, David Kanter, Capital Expenditures Committee substitute liaison <br />Lexington DPF: Patrick Goddard, Director of Public Facilities and Mark Barrett, RA <br />Project Manager <br />The minutes were taken by Jean Curran, Recording Secretary <br />Jon Himmel called the meeting to order at 7:00 p.m. <br />1. General Business <br />• Members reviewed the Minutes dated June 4, 2015 and Pat Goddard noted an <br />acronym error. <br />• Motion to Approve Meeting Minutes dated June 4, 2015, as amended <br />Motion: Eric 2nd Dick Vote: 5 -0 -0, as amended <br />2. Master Plan Multiple School Projects Update <br />• Dave Billings provided an overview of the Hill International and DiNisco Design <br />Partnership's completed estimates, hard costs and continued soft costs for all of the <br />existing sites under consideration. <br />• Laconia Street and Worthen Road are not considered viable sites at this time by the <br />architects due to their size and conservation issues. Laconia Street may prove <br />useful in the future. <br />• Ken DiNisco provided a detailed description of the LCP and proposed Options as <br />well as the design team's recommendations. <br />• Paul Kalous explained how the cost estimates were developed based upon the <br />agreed upon scopes and clarified other items on how the estimators came up with <br />these estimates, which include cost markups that would be associated with the CM <br />at risk process and project costs. (soft costs percentage is 25% which includes all <br />consultants, engineers, OPM, testing, FF &E and Consultants). <br />• The members engaged in a general discussion of the consensus plans, options, <br />construction schedules, Massachusetts State Building Association (MSBA) possible <br />involvement with Hastings Elementary School, Pre -K Center, and the need to <br />present the differential costs in a logical presentation. <br />• Pat Goddard shared that the intent of the meeting this evening was to explain the <br />process followed to develop the costs and how they were constructed. <br />• Jon Himmel shared his thoughts on the LCP and consensus plans and shared his <br />concerns regarding Option F. <br />PBC Meeting 070915 1 <br />
