<br />2014-06-10Minutes <br />Minutes <br />Town of Lexington Appropriation Committee <br />June10,2014 <br />: Ellen StoneRoom, Town Office Building,7:30p.m. <br />:Glenn Parker, Chair; John Bartenstein, Vice Chair and Secretary; Alan <br />Levine;Susan McLeish;Eric Michelson;Richard Neumeier, Jonina Schonfeld <br />Members Absent:Robert Cohen; MollieGarberg <br />The meetingwas calledto order at 7:41p.m. <br />Announcements: <br />1.Mr. Parker reported that he had attended meetingsof the Board of <br />Selectmen and the Community Preservation Committee. The Selectmenstill have not taken a <br />position on Article 2, 430 Concord Ave rezoning. In preparation for the SpecialTown Meeting, <br />the Community Preservation Committee hasapproved: Article 3 –430 Concord Ave Land <br />Acquisition,$180,000 for the purchase price and $78,000 to cover appraisals and legal costs; and <br />Article 10 –Community Centersupplemental appropriation,$500,000. All this information has <br />been included in the latest draft of this Committee’s report to the Special Town Meeting. <br />Mr. Levine reported on the TMMA site visit to 430 Concord Avenue. <br />Review Draft Report and TakePositions on Warrant Articles: <br />2. <br />Article 2 –Amend Zoning Bylaw -430 Concord Avenue <br />The Committee discussed whether to take a position on Article 2 -430 Concord Ave rezoning. <br />Mr. Parker suggested that, if so, the report should address only financial impactsof the rezoning. <br />On the cost side those impactswould include whether incremental town services have been <br />accounted for and their costs, and any opportunity costs. Projecting revenue would be more <br />difficult. Mr.Parker reiterated that thecomplete package of proposals relating to the re-zoning, <br />which includes Article 2, 3 & 4, is a complex deal. Additionally the Selectmen still have not <br />concluded negotiations and have not taken a position. After hearing from all present the <br />Committee agreed not to take a position. <br />Article 3 –Land Acquisition–Off Concord Avenue <br />Mr.Bartenstein suggestedminor corrections to the draft.Mr.Parker noted that the Board of <br />Selectmen and Community Preservation Committee were unanimous in support. There was a <br />motion and second to recommend support of Article 3to the Special Town Meeting. The motion <br />passed. VOTE 7-0 <br />Article 4 –Acquire Easement on Land at 430 Concord Avenue <br />There was a motion and second to recommend support of Article 4 to the Special Town Meeting. <br />The motion passed.
