LHS Overcrowding Program funding has included 2011 Annual <br />Town Meeting, Article 13d, LHS Overcrowding Phase 1 $175,000; 2012 Annual <br />Town Meeting, Article 16k, LHS Overcrowding Phase 2 $400,000; and 2013 Annual <br />Town Meeting, Article 14f LHS Overcrowding Phase 3 $362,000. <br />Annual Town Meeting in 2012 also authorized $361,000 in design and construction <br />documentation funding to create general education and special education spaces to <br />meet increasing enrolment needs. <br />The current service improvement needs were surveyed in 2013 by The Cecil Group. <br />Major findings include: <br />• Existing overcrowding has forced the school to override course caps and place <br />students in classrooms without enough desk space <br />• Enrollment is expected to grow another 10% to 15% over the next decade <br />• Classroom spaces are below MSBA standards for square footage <br />• Additional classroom space has been allocated to Special Education requirements, <br />further overcrowding general education <br />• Further program space is required for the current English Language Learner <br />students, and this demand is expected to increase <br />• The cafeteria cannot accommodate all students for lunch, causing students to <br />overflow to other areas (such as hallways and stairways) and off campus <br />• The library is out of date and does not meet the current needs of students <br />• The open campus design continues to be impractical, increases maintenance costs, <br />and has negative impacts on security, daily operations and student safety <br />Recommended Actions <br />Maintain the High School in 10 -year capital planning <br />ALTERNATIVE PROS <br />Phased Allows on site construction during <br />construction other uses of the site <br />Full rebuild Reduces period of disruption <br />CONS <br />Increases time of disturbance <br />and increases the total cost of the <br />project <br />Swing space may be required <br />COMMENTS <br />New footprint of the <br />building has to be <br />determined <br />New footprint of the <br />building has to be <br />determined <br />33 <br />
