April 3, 2013 Adjourned Session of the 2013 Annual Town Meeting <br /> The fifth session of the 2013 Annual Town Meeting was called to order by Moderator Deborah <br /> Brown at 7:30 p.m., Wednesday, April 3, 2013 Margery M. Baffin Hall, Cary Memorial <br /> Building. A quorum of 168 present. <br /> 7:35 p.m. The Moderator called a brief recess for the Town Meeting Members Association <br /> to recognize long-serving members. <br /> 7:42 p.m. The Moderator called the meeting to order. <br /> ARTICLE 2: ELECTION OF DEPUTY MODERATOR AND REPORTS OF TOWN <br /> BOARDS, OFFICERS AND COMMITTEES <br /> Charles Lamb moved the report of the Capital Expenditures Committee be received and placed <br /> on file. Adopted Unanimously. Mr. Lamb reported. <br /> 7:48 p.m. Marilyn Fenollosa moved the report of the Community Preservation Committee <br /> be received and placed on file. Adopted Unanimously. Ms. Fenollosa reported,provided an <br /> overview of FY2014 projects brought forth for funding by Community Preservation Committee. <br /> 7:58 p.m. Presented by Marilyn Fenollosa,pr.5, Community Preservation Committee Chair. <br /> ARTICLE 8: APPROPRIATE THE FY 2014 COMMUNITY PRESERVATION <br /> COMMITTEE OPERATING BUDGET AND CPA PROJECTS <br /> MOTION: That the Town hear and act on the report of the Community Preservation <br /> Committee on the FY2014 Community Preservation budget and,pursuant to the <br /> recommendations of the Community Preservation Committee, take the following actions: <br /> That the Town reserve for appropriation the following amounts from estimated FY2014 <br /> receipts as recommended by the Community Preservation Committee: <br /> 1. $466,996 for the acquisition, creation and preservation of open space excluding land <br /> for recreational use; <br /> 2. $466,996 for the acquisition,preservation, rehabilitation and restoration of historic <br /> resources; <br /> 3. $466,996 for the creation,preservation and support of community housing; and <br /> 4. $3,268,970 to the Unbudgeted Reserve. <br /> And further, that the Town make appropriations from the Community Preservation Fund <br /> and other sources as follows: <br /> a) That$20,000 be appropriated for Archives and Records Management and Conservation and to <br /> meet this appropriation$20,000 be appropriated from the Historic Resources Reserve of the <br /> Community Preservation Fund. <br /> b) That$25,000 be appropriated for CPA Conservation Restriction Enforcement Funds and to meet <br /> this appropriation$25,000 be appropriated from the Open Space Reserve of the Community <br /> Preservation Fund. <br /> C) That$550,000 be appropriated for Cary Memorial Building Updates and to meet this <br /> appropriation$314,523 be appropriated from the Historic Resources Reserve of the Community <br /> Preservation Fund and$235,477 be appropriated from the Unbudgeted Reserve of the Community <br /> Preservation Fund. <br /> d) That this item be indefinitely postponed. <br /> e) That this item be indefinitely postponed. <br /> 0 That 5147,500 be appropriated for Park and Playground improvements and that to meet this <br /> appropriation$147,500 be appropriated from the Unbudgeted Reserve of the Community <br /> Preservation Fund. <br /> g) That$65,000 be appropriated for Park Improvements—Athletic Fields and that to meet this <br /> appropriation$65,000 be appropriated from the Unbudgeted Reserve of the Community <br /> Preservation Fund. <br /> h) That$565,000 be appropriated for Lincoln Park Field Improvements and that to meet this <br /> appropriation 5150,000 be appropriated from the Unbudgeted Reserve of the Community <br /> Preservation Fund, $186,750 be appropriated from the Recreation Fund Retained Earnings, and <br /> the Treasurer,with the approval of the Board of Selectmen,is authorized to borrow$228,250 <br /> under M.G.L. Chapter 44, Section 7(25) or any other enabling authority. <br /> i) That$21,500 be appropriated for feasibility and design costs for the Lexington Center Pocket Park <br /> and to meet this appropriation$21,500 be appropriated from the Open Space Reserve of the <br /> Community Preservation Fund. <br /> j) That$3,000 be appropriated for the Merriam Hill Preservation Project and to meet this <br /> appropriation$3,000 be appropriated from the Historic Resources Reserve of the Community <br /> Preservation Fund. <br /> k) That$6,000 be appropriated for the Moon Hill National Register Nomination Project and to meet <br /> this appropriation$6,000 be appropriated from the Historic Resources Reserve of the Community <br /> Preservation Fund. <br /> 1) That$172,734 be appropriated for Greeley Village Front Doors and to meet this appropriation <br /> $172,734 be appropriated from the Community Housing Reserve of the Community Preservation <br /> Fund. <br />
