April 3, 2013 Adjourned Session of the 2013 Annual Town Meeting, cont.... <br /> M) That$450,000 be appropriated as LexHAB Set-Aside Funds for the Creation of Community <br /> Housing at the Town-owned Leary and/or Busa farm properties and to comply with the applicable <br /> "Guidelines for the Use of CPA Funding by LexHAB" as amended February 20,2013, and to meet <br /> this appropriation$306,058 be appropriated from the Community Housing Reserve of the <br /> Community Preservation Fund and$143,942 from the Unbudgeted Reserve of the Community <br /> Preservation Fund.. <br /> n) That$5,875 be appropriated for ACROSS Lexington Pedestrian/Bicycle Route System and to <br /> meet this appropriation$5,000 be appropriated from the Open Space Reserve of the Community <br /> Preservation Fund, and$875 is raised in the tax levy. <br /> o) That$650,000 be appropriated for the Buckman Tavern Restoration and Renovation and that to <br /> meet this appropriation$250,000 be appropriated from the Historic Resources Reserve of the <br /> Community Preservation Fund and$400,000 be appropriated from the Unbudgeted Reserve of the <br /> Community Preservation Fund. <br /> P) That$36,875 be appropriated for Wright Farm Debt Service and to meet this appropriation <br /> $36,875 be appropriated from the Unbudgeted Reserve of the Community Preservation Fund. <br /> q) That$150,000 be appropriated for the Administrative Expenses and all other necessary and proper <br /> expenses of the Community Preservation Committee for FY2014 and to meet this appropriation <br /> $150,000 be appropriated from the Unbudgeted Reserve of the Community Preservation Fund. <br /> 7:58 p.m. ARTICLE 8, PARTS 1-4 -David Kanter reported unanimous support of Capital <br /> Expenditures Committee; Glenn Parker reported no objection of the Appropriation <br /> Committee; Selectman Deborah Manger reported support of the Selectmen. <br /> 8:01 p.m. Following Finance Director Robert Addelson's explanation of projected amounts <br /> found in parts 1-4, Motion to Adopt parts 1-4 Adopted. <br /> 8:09 p.m. Article 8,part A —Town Clerk Donna Hooper provided a brief explanation of <br /> proposed work and funding requested. <br /> David Kanter reported unanimous support of the Capital Expenditures Committee <br /> on all elements of Article 8. <br /> Jonina Schonfeld reported the unanimous support of the Appropriation <br /> Committee on Article 8,part A. Selectman Deborah Manger reported the <br /> unanimous support of the Board of Selectmen on Article 8,part A. <br /> Richard Canale reported the Planning Board follows the recommendation of the <br /> Community Preservation Committee on all parts except part(e), with the Planning <br /> Board supports. <br /> Members commented on electronic records, support of the 300th Anniversary <br /> celebrations; proposed senior center at 33 Marrett Rd property. <br /> David Kanter, Capital Expenditures Committee, responded to previous years' <br /> CPC funding for Senior Center work at the Muzzey building and funding <br /> availability if needed. Article 8,part A, Declared Adopted Unanimously. <br /> 8:26 p.m. Article 8,part B—Conservation Director Karen Mullins reviewed requested <br /> funding for conservation restriction. Jonina Schonfeld reported unanimous <br /> support of the Appropriation Committee. Selectman Deborah Manger reported <br /> unanimous support of the Board of Selectmen. <br /> 8:27 p.m. Karen Mullins and Town Counsel Kevin Batt explained the operation and <br /> enforcement of the fund. Members spoke in support and opposition. <br /> Marilyn Fenollosa further clarified the purpose of conservation restriction. <br /> Members continued to speak in support and opposition. <br /> 8:47 p.m. John Hayward,pr.5, called the question. Adopted. <br /> Article 8,part B, Declared Adopted. <br /> 8:48 p.m. Article 8,part C, Fred Johnson, Lexington Center Committee,presented. <br /> 8:58 p.m. Jonina Schonfeld reported support of the Appropriation Committee. <br /> Selectman Deborah Manger commented on the value of the Cary Memorial <br /> Building and on concern for needs of all municipal buildings. Ms. Manger <br /> reported the majority of the Board of Selectmen seeks the work of the Town wide <br /> Master Planning Committee. <br /> 9:03 p.m. Ms. Manger, on a vote of 3 in favor and 2 opposed, brought forth a substitute <br /> motion— SUBSTITUTE MOTION: That this item be indefinitely postponed. <br /> 9:03 p.m. Marilyn Fenollosa reaffirmed the position of the Community Preservation <br /> Committee to move ahead with Cary Hall. <br /> 9:05 p.m. William Kennedy, Chairman, Town wide Facilities Master Planning Committee, <br /> reported the Committee's 4-1 opposition to Indefinite Postponement, 2 abstaining. <br />
