177s <br />X <br />OW <br />Z <br />APRIL I9'"� <br />Community Farming Committee <br />Meeting Minutes <br />July 10, 2013 <br />A meeting of the Community Farming Committee was held on July 10, 2013 at 8:00 a.m. in the <br />Selectmen's Meeting Room. In attendance were: Michelle Ciccolo, Alan Wrigley, Tom Oliver <br />and Michael Bliss. Also attending: Assistant Town Manager for Finance Rob Addelson <br />(member of the RFP evaluation committee), Purchasing Director Lindsay Dahlberg and Town <br />Manager Carl Valente. <br />Mr. Valente opened the meeting and explained that Committee member Ralph Zelinsky has <br />decided that he is unable to accept the appointment to this Committee. <br />Approve Minutes: The Committee approved the Minutes of the June 27, 2013 meeting on a <br />unanimous vote. <br />Executive Session: Ms. Ciccolo moved that the Committee go into Execution Session for <br />Exemption 7, to comply with a General Law requirement: MGL chapter (26)(d) and (h): <br />(Deliberative Process, Protect Integrity of Bidding Process). Mr. Bliss seconded the motion. On <br />a roll call vote the motion was unanimously approved. <br />Evaluation of Community Farm Proposals: Mr. Valente asked Ms. Dahlberg to facilitate the <br />discussion regarding the evaluation of the Community Farm proposals. In response to Ms. <br />Dahlberg's question, the Evaluation Committee agreed that both proposals met the minimum <br />criteria called for in the RFP. <br />Ms. Dahlberg then reviewed the Request for Proposals in regard to the Evaluative Criteria. Ms. <br />Dahlberg stated that she had Karen Mullins' evaluations (RFP evaluation committee member <br />who is on vacation). <br />1. Business Plan: The Committee members discussed their individual evaluations of the <br />two proposals. After a full deliberation, there was a consensus that, regarding the <br />Business Plan, the LexFarm proposal should be evaluated as Highly Advantageous. The <br />Committee initially could not reach a consensus rating on the Fat Moon Farm proposal, <br />but subsequently agreed to evaluate it as Advantageous, subject to follow -up questions to <br />be asked at the interview stage. <br />2. Operational Plan: The Committee members discussed their individual evaluations of the <br />two proposals. After a full deliberation, there was a consensus that, regarding the <br />Operational Plan, the LexFarm proposal should be evaluated as Highly Advantageous <br />and the Fat Moon Farm proposal as Not Advantageous. <br />7/18/2013 <br />
