ARTICLE 8 (f) <br />Project: <br />CPA Category: <br />Amount Requested: <br />Amount Recommended: <br />CPC Vote: <br />Park and Playground Improvements <br />Recreational Resources <br />$147,500 <br />$147,500 <br />(9 -0) <br />Project Description: <br />This request seeks funding for the first year of a multi -year capital improvement program for the <br />Town's parks and playgrounds. The Recreation Committee requests $147,500 in FY 14 to <br />rehabilitate the rubber playground safety surface at the Lincoln Park Playground located on <br />Lincoln Street ($70,000), and to purchase and install equipment for the Skate Park located at the <br />Center Playfields on Worthen Road ($77,500). <br />The rubber safety surface at the Lincoln Park playground was installed in 2003 and is <br />deteriorating due to heavy use and exposure to the sun. It has reached its useful life and <br />continued degradation will lead to potential safety hazards from falls on its inadequate safety <br />surface. The playground is used year -round and its new surface will comply with the Consumer <br />Product Safety Commission (CPSC), American Society for Testing and Materials (ASTM) and <br />the Americans with Disabilities Act (ADA) standards and guidelines. The existing rubber surface <br />will be ground down approximately 1 inch and a new rubber surface will be installed. <br />The Skate Park equipment was installed approximately 10 years ago through a public and private <br />partnership. The equipment is used heavily and the ramp surface and the equipment are <br />beginning to fail. It has reached its useful life and needs replacement. The requested funding is <br />for a mini -half pipe and a launch box with a 2 inch ledge. The recommended equipment will <br />have a 15 -year warranty. <br />Project Goals and Objectives: <br />• Replace the poured -in -place rubber safety surface at the Lincoln Park Playground. <br />• Reduce costly repairs and maintenance by properly replacing the surface. <br />• Replace the Skate Park equipment with new, safe equipment. <br />• Select Skate Park equipment that has a 15 -year warranty. <br />• Establish a preventive maintenance program with a vendor for both parks. <br />Project Benefit: <br />These projects represent a significant improvement to the recreational resources of the Town. <br />The Lincoln Park Playground is one of the most heavily used playgrounds in Town and it <br />complements the adjacent athletic fields. It is a gated secure area for children of younger ages <br />and a new surface is critical for its continued safety. The Skate Park is also highly used, and is <br />a main attraction in the Town. It is integral to the Center Complex athletic facilities, but its <br />equipment will soon outlive its usable life. In both locations, safety will be greatly enhanced. <br />Funding Request: <br />The total project request for the Park and Playground Improvements is $147,500 in CPA funds; <br />$70,000 will be dedicated to the Lincoln Park rubber safety surface and $77,500 to the new <br />equipment at the Skate Park. <br />13 <br />
