Minutes of April 5, 2012, in Selectmen Meeting Room of Town Hall at 7:00

Cunningham Eagle Scout applicant presented a ten (10) page presentation for building a Fence/Gate. This gate will be
placed at the rear of the parking lot between the Barn and stone wall. The Commission needs more details shown on the
plans. For example, the fence measurements, materials proposed for the latches and hinges, and how close to the Barn the
post is going to be. There was a suggestion that the gates may be too large to support themselves, and the applicant might
want to think about attaching a moveable support post to the middle gate and reducing the size of the pedestrian gate. The
applicants will return for the May 3, 2012 hearing.
8 Marrett Road :
map 31 lot 1James McLoughlin, presented a six (6) page packet showing existing photographs of his
home along side the restored Munroe Tavern, detailed photographs showing the damaged shingles and clapboards, an
interior photograph of a window they would like to remove to restore a kneebrace, and a mortgage plot plan. Using the
Munroe Tavern as a guide, the McLoughlins want to remove the shingle siding, install new cedar clapboards, add lintel
details to the first floor windows and remove a window. The Commission voted 5-0 to issue a certificate of
appropriateness for siding replacement, window details, and removal of a window. Certificate No. 2012C-19
Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer, and Scott Kyle and Associate
Commissioner: Lynn Hopkins.
15 Hastings Road
map 50 lot 211A: Karl Damitz, Four Folds Designs, representing Elizabeth Lin, Exterior Architectural
Changes, (Mudroom) in the Battle Green District. Withdrawn by request of applicant
9 Maple Street
map 30 lot 100:Bruce H Creager, presented photographs of existing conditions, Elevations of existing
and proposed conditions, and plans. Mr. Creager requested to remove the secondary chimney, add skylights to east slope
of roof, raise the first floor bay to the roof line, move and add a window. The Commission did not feel making the bay
two stories was appropriate for this house. Mr. Creager did have another drawing prepared without extending the bay.
The Commission voted 5-0 to issue a certificate of appropriateness for removal of secondary chimney, one window, the
addition of skylights and a window. Certificate No. 2012C-20

map 49 lot 175: Stacy and Johan Lindborg representing Sue Blessing, Exterior
Architectural Changes (installation of mitigation system which requires a pipe to be run along the gutter on the side/back
of the house and to reduce radon exposure) in the Battle Green District. Continued until May 3, 20012 by request of

INFORMAL HEARINGS
45 Bedford Street
map 57 lot 144: Ray Drapeau, Facilities Superintendent, Lexington Public Facilities, presented a cut
sheet of the proposed replacement door, and a photograph showing the existing door. The Commission determined that
the proposed door has the same materials and style as existing. This door replacement would be an in-kind replacement
and no formal hearing will be necessary.
1707 Massachusetts Avenue
map 48 lot 102: Attorney Thomas O. Fenn, Representing, Frank Chen, Fruitee Yogurt,
explained that his client would like to place tables and chairs on the sidewalk in front of 1707 Massachusetts Avenue.
The Commission felt that they were on the right track and will need to bring cut sheets of the tables and chairs to the
formal hearing.
35 Hancock Street
map 56 lot 46: Andrea Nilsen, Nilsen Landscaping, presented a landscape drawing showing the
location of fence and additional hardscape materials. The Commission did not see any issues with her ideas and Ms.
Nilsen is ready for a formal hearing.
1784 Massachusetts Avenue
map 48 lot 37A:David Tabeling, Theatre Pharmacy, described the materials used for the
new sign. The replacement sign will be the exact wording and materials of the existing sign. Mr. Tabeling asked his sign
maker what the materials of the lettering will be and they will match the existing. The new sign will be an in-kind
replacement and will not need a formal hearing.
31 Somerset Road
map 56 lot 101: Colin Smith, Colin Smith Architecture, and Jon Wardwell, Wardwell Construction,
showed ideas of what the new home will look like. This property is only partially in the Historic District the garage needs
approval to be demolished but the home itself does not. Many people were surprised and upset that this house was
demolished and believed it was protected. The applicants went through all the necessary steps to demolish the existing
house and received a permit for demolition from the building department. The design and size of the new home will put it
in the district and under the Commissions purview. Chairman Joe Welch commented that if people see houses they think
should be protected bring it to the attention of the Historical Commission or make sure it is in a district. Once the process
for demolition has been started a structure can not be put on the Cultural Resource Survey.
2027 Massachusetts Avenue
map 49 lot 2: Trisha Kennaley showed a sketch of what they are thinking of doing for
Accessibility at the front of the building. Prior to the beginning of the discussion Chairman Joe Welch made clear that this
is not a formal hearing. The only issue being discussed is the applicant’s idea for a lift integrated to the existing front
porch. After seeing the drawing, the Commission did not see any issues with having an accessible lift in this location.
The applicants were asked where they were in the process. The Conservation Hearing is closed, a public planning
th
meeting is scheduled for the week of April 11 and the town warrant article is expected to come before town meeting
April 30, 2012. Mr. Welch explained that If everything is approved the applicants will then be able to come before the
HDC as an informal with drawings.
One neighbor asked if the planning board has asked the HDCs opinion yet which the answer was no. Another neighbor
submitted a letter to the Commissioners.
763 Massachusetts Avenue
map 23 lot 49: Steven Ervin, representing Follen Church, showed a sketch of a freestanding
sign that they are considering placing perpendicular to the road. The commission did not see any issues with having a
sign there and when the final plans are decided upon they can come for a formal hearing.
OTHER BUSINESS
Marilyn Fenollosa updated the Commission on the status of 1557 Massachusetts Avenue (White House)
Patrick Goddard, Public facilities directors bumped up his request for capitol improvement in his budget to town
meeting when the money to stabilize the building was denied from the Community Preservation Committee. That item
should be on the town meetings schedule April 11, 2012. If anyone wants to speak they are more then welcome. Marilyn
suggested people let the Moderator Deb Brown know at the beginning of the night if they wish to speak so she can be sure
to recognize you. Chairman Joe Welch is planning on speaking.
