HomeMy WebLinkAbout2012-01-05-HDC-min Town of Lexington Historic Districts Commission Joseph Welch, Chairman Tel: (781) 862-0500 x294 Daniel Griffin Jr. Fax: (781) 861-2780 Scott Kyle Paul Ross Robert Warshawer Minutes of January 5, 2012, in Selectmen Meeting Room of Town Hall at 7:00 Commissioners present: Acting Chairman, Scott Kyle, Paul Ross and Robert Warshawer, Associate Commissioners present: Carl Oldenburg, Marilyn Fenollosa, Lynn Hopkins, and Barbara Feldman Department Clerk: Amy Casparius Absent Commissioners: Joseph Welch, Daniel Griffin 5A Eliot Road: David Harris, presented a detailed drawing of the chimney cap, photograph of the cap, and a photograph showing what the cap would look like on the chimney. The Commission voted 5-0 to issue a certificate of appropriateness for a new Chimney Cap. Certificate No. 2012C-1 Voting Commissioners were: Acting Chairman, Scott Kyle, Paul Ross, and Robert Warshawer and Associate Commissioners: Carl Oldenburg, and Marilyn Fenollosa 443A Massachusetts Avenue: Andrew Stevens, Representing, Barbara Elia, presented photographs of the porch steps, and a cut sheet of the storm windows. The Commission voted 5-0 to issue a certificate of appropriateness for replacing the concrete on the porch with bluestone, adding railing if required by building code, and adding four (4) storm windows to front of house. Certificate No. 2012C-3 Voting Commissioners were: Acting Chairman, Scott Kyle, Paul Ross, and Robert Warshawer and Associate Commissioners: Carl Oldenburg, and Marilyn Fenollosa 1690-1692 Massachusetts Avenue: Scott Hopkins Ford Sign Services, representing, The Hair Cuttery, presented a photograph showing the existing rear wall of the building, and a detailed drawing of the proposed sign. The location and type of rear door appears to have changed without the necessary approval by the commission. The commission has continued the hearing requesting that the applicant come back with a rear elevation showing the Hair Cuttery’s sign in relation to the rest of the building. 46 Bedford Street : Joseph Dick, Construction Manager, Qdoba Mexican Restaurant, & Jeffrey Quass, ViewPoint Sign & Awning presented a five (5) page sign proposal showing building elevation, detailed drawings of signage, and a detail drawing of the panel on the Pylon sign. A few of the signs in this proposal were actually interior signs and the commission does not have jurisdiction. Concerning the exterior signs the commission felt having the name Qdoba on all three sides was too much. A compromise was reached and the commission approved two options for the applicants to go back to the clients with. Option 1.) Qdoba Mexican Grill on the right and left bay with their logo on the center bay. Option 2.) Qdoba Mexican Grill in the center bay with the logo on the right and left bay. The applicant will let us know as soon as their client chooses the option they prefer. The Commission voted 5-0 to issue a certificate of appropriateness for exterior building signage and the panel on the pylon sign. Continue to February 2012 hearing requested by applicant. 20 Waltham Street: Mark Ehril, Buca Di Beppo, Signage, Did not attend the meeting 1707 Massachusetts Avenue #5 : Thomas O. Fenn, Esq., representing, Feng Chen, Fruitee Yogurt Corporation, presented Photographs showing existing and proposed signage for the front and rear of the building. The Commission voted 5-0 to issue a certificate of appropriateness for a front blade sign and a rear wall sign. Certificate No. 2012C-4 Voting Commissioners were: Acting Chairman, Scott Kyle, Paul Ross, and Robert Warshawer and Associate Commissioners: Carl Oldenburg, and Marilyn Fenollosa INFORMAL HEARINGS Massachusetts Avenue , Candy McLaughlin, Lexington Reads Committee, showed a drawing of what the committee was thinking about for a temporary banner to let everyone know what Book Lexington is reading this year. The commission liked the general idea of the banner but suggested that they look at the size and color of different words in regards to what people are going to see first as they walk or drive down Massachusetts Avenue. Ms. McLaughlin will bring the final drawings, location, number, and dates for the banners to her formal hearing in February. 1726 Massachusetts Avenue: James Berberian, Orange Leaf, presented a detail of the proposed awning and a photograph showing what the awning will look like in place. The commission had an issue with the tag line America’s Frozen Yogurt feeling it was too much like advertising rather than stating what the business was. The commission would like the applicant to have just Frozen Yogurt after their name. The commission suggested putting a wall sign under the existing lighting, removing the wording on the front of the awning, and keeping it on the sides. The applicant will keep all these suggestions in mind for their formal hearing in February. 1575 Massachusetts Avenue : Michael Flamang, Senior Civil Engineer, Town of Lexington, presented photographs and drawings showing the locations of the necessary vent stacks on the garage of the police station. He is ready for a formal hearing in February. 1557 Massachusetts Avenue : Selectmen Peter Kelley, Deborah Mauger, and Norman Cohen presented two ideas for the Barnes House (White House) to see what the Commission thought. The first idea was complete demolition and the second idea was to move the main block of the house to the Leary property on Vine Street. The Commission was clear that they would not approve a demolition. At first thought some Commission members were alright with moving the property out of the district, but wanted to know what the plan for the empty space would be. The Selectmen ended their inquiry saying they received some valuable feedback, and would return at a later date for another informal hearing. OTHER BUSINESS A discussion was had about the Commissions response to the White House proposal and two conclusions were made. The selectman possibly left the hearing with the wrong impression of the Commissions position on their proposal regarding moving the house to the Leary property. The Commission felt this issue needed more discussion and proposed having another public hearing in two (2) weeks to discuss this issue only, Wednesday January 18, 2012 A mistake was found in the December 1, 2011 minutes regarding 1646 Massachusetts Avenue. There were too many signs indicated on the building. These minutes will be approved at the February 2, 2012 hearing. Upon motion duly made and seconded it was voted to adjourn the meeting at 10:00 PM
