HomeMy WebLinkAbout2011-12-14-TGC-min Transportation Governance Ad Hoc Study Committee Meeting Notes Wednesday December 14, 2011 3 30 pm Room G-15 Present Richard Canale, Dave Cannon, Norman Cohen, Jeanne Kneger, Bill Levison, Maryann McCall-Taylor, Hank Manz, Jerry Van Hook, Linda Vine The minutes of November 30th were accepted Role of liaisons —Committee members reported on how they interacted with the liaisons to their various committees In general they thought that the relationships were working and they knew to call on the liaisons as needed Some liaisons attended regularly and were heavily involved while others only attended when certain issues were being taken up They gave examples of both models Members reported that they liked liaisons, they helped them learn how to get things done and, while it was preferred that they attend the meetings, it was possible to have sporadic attendance and still get value from the relationship There was more concern expressed about communication and coordination between the various committees Summit— The previously proposed quarterly meetings of all involved in transportation within the Town are not really going to be summits as they won't focus on making decisions as much as communicating what is going on It is hoped the committees will find how they can work better without redundancies Jeanne Kneger distributed a schedule (attached) showing four meetings a year attended by all boards and committees, with each group presenting twice during the year These meetings will provide an opportunity to review programs and compare goals to those of the Transportation Comprehensive Plan as well as report data to measure progress and support prioritization of tasks and funding The forum should set up goals and co-ordinate who work on them It should do more than planning and implementation It will need to address the decision making process There was some discussion on when to schedule such meetings as they would have a major staff presence It was thought first thing in the morning or in the late afternoon might maximize attendance Committee Membership —Jeanne Kneger had looked at the membership of the committees and found that there was not much overlap so it did not suggest natural combinations Next Steps— The group decide that there were not really any other topics they needed to discuss They would recommend the dissolution of the TMG, comment on the liaison relationships (keeping in mind the Selectman Deb Mauger was doing a more in depth analysis), and propose the quarterly sessions Jeanne Krieger said she would draft a report and circulate it Members could then decide if another meeting was necessary If not, the draft report would be taken to the Board of Selectmen The meeting was adjourned at 4 30 Maryann McCall-Taylor TSAC-S transportation Sharing And Communication Session aka"sidism t" Opportunity to review programs anid compare to goals of 1 ransp arratinn Comprehensive Plans Report data to measure prowess and support prisanbzutl:nis Four meetings/year attended by all Boards and cum mit Le es; each group reports twice during year _ Session 1 Session 2 Scazian 3 Session + I DPW staff' - TIP(What's on rt.,status} e x Street Becanstructlonand x x Maintenance Sdredule3 incIudFnt bicycle and sidewalk innprowcments _ Planning Board[PBI. -iota ns Initiatives x x Traffic studies Regional Updates(Pit and FOS} -- N1AE ,MAPC,Scenic by-ways x x 12.80,11ATS _ Advisory,'Committees(what they are x x working on) Sidewalk elcycte Advisory TAC(ineludFne ridership number-) Greenaway Corridor Center Corrrmlttee TSSAC-U and fiypeofrequests received x x and processed Aur hoc Committee Updates x x Estatarcruk Acorns Task Force School Transportation *Possible metrics Accidents/intersection 123 6 5inets Council trips
