Loren Wood, Chair, was not present. Staff: Rob Addelson, Assistant Town Manager for Finance, Bill Hadley, DPW Director, Erik Gitschier, Water /Sewer Superintendent, Elizabeth Tucker, and Robin Fullford, Utility Billing Chair Jim Osten called the meeting to order at 4:40 pm. The order of business was conducted as follows: Status Report Ms. Fullford provided a status report as follows: 12 To be heard tonight 26 Pending Fall billing 18 New 56 Total Approval of minutes: Members of the board tabled the approval of minutes until all members are present. Abatement requests for consideration: Leaks 9 Abernathy Road - APPROVED The homeowner filed an abatement application after receiving bill #692430. She supplied a plumber's invoice for the replacement of a fluid master. A staff visit revealed a new fluid master in one toilet and a broken head on the irrigation system on the domestic line. The average fall usage was determined to be 43 hcf. Bill # 692430 is recalculated with the excess usage at tier one rates. Staff recommends an abatement in the amount of ($1,610.61). 7 Pitcairn Place — APPROVED The homeowner filed an application after receiving bill #694709. He provided a plumber's invoice dated 11/2/11 for the replacement of two toilets. The average fall usage for this account is 3 8 therefore, the entire usage on bill #694709 has been recalculated at tier one rates resulting in a staff recommended abatement of - $231.60. The rates were corrected at the meeting and the amended calculation was approved by the board. This recommendation was approved pending confirmation of accuracy of correction. Confirmed. 18 Sanderson Road - APPROVED The homeowner applied for an abatement on his irrigation account because the system had a leak and he supplied a repair invoice from Muzzioli Associates. The 3 year average usage is 49 and the excess usage has been recalculated at tier one rates resulting in a staff recommended abatement of - $851.20. 59 Taft Avenue - APPROVED oVS MORN, Minutes Lexington Water and Sewer Abatement Board m 'p �W D 201 Bedford Street 3 Lexington, MA 02420 APRIL 19 INGIV December 8, 2011 � The homeowner applied for an abatement after receiving bill #693317. Just prior to receiving the bill, she had had a leaking toilet replaced and provided a receipt from Zep Plumbing dated 9/13/2011. She has asked that the board consider an abatement on the last three bills as she now realizes the leak had persisted for some time. This calculation established average usage for spring and fall to be 40 and 25; therefore, all usage has been recalculated at tier one rates. Additionally, because this homeowner qualifies for the 30% rate subsidy, each revised bill amount is multiplied times 0.7. Staff recommends an abatement in the amount of - $1,179.29. 7 Winchester Drive - APPROVED The homeowner applied for an abatement after receiving bill #692814. A staff visit revealed a newly installed toilet and the homeowner provided an invoice from Kirkland and Shaw. The three year fall average usage is 44 so all but 4 units were recalculated at tier one rates. Staff recommends an abatement in the amount of - $185.28. Redistributions 46 Burlington Street - APPROVED This account was over estimated over time after the outside pad failed in 2006. The meter was changed on 11/28/11 with an outread of 733 indicating that we had over estimated the usage This calculation goes back to the last "A" reading in 2006 and redistributes the usage based on average daily use and elapsed days. Staff recommend an abatement in the amount of -$938.04. 10 Dover Lane - APPROVED The homeowner filed an application after receiving bill #694709. He provided a plumber's invoice dated 11/2/11 for the replacement of two toilets. The average fall usage is 3 8 therefore, the entire usage has been recalculated at tier one rates resulting in a staff recommended abatement of - $231.60. This calculation was found to be in error with the wrong rates. It was recalculated by Mr. Gitschier and approved contingent upon verification of its accuracy. It proved accurate. Billing Issues 26 Cliffe Avenue - APPROVED This account was misread in the spring and billed zero. The homeowner called after receiving bill #692214 because it is higher than usual. This calculation redistributes the usage over two billings using average daily usage and days elapsed. Staff recommends an abatement in the amount of - $221.53. 332 Concord Avenue - APPROVED This account has never tied in to sewer. An error was made and they were billed for sewer on bill #694875. This calculation removes the sewer portion of the bill.
