Present: Richard Canale, David Cannon, Elaine Dratch, Jeanne Krieger, Christine McVay,
Arthur Smith, Jerry VanHook, Gail Wagner, Susan Yanofsky.
Patriot Partners 2009 TDM Re-zoning Terms
➢ Richard Canale did not participate in Patriot Partners' discussion.
➢ Negotiations continue and are similar to Beal.
➢ Town is attempting to develop a template for future TDM re- zoning negotiations.
➢ Lexpress financial support is included
➢ Patriot Partners have noted earmarks for South Lexington, specifically Shade St traffic
calming, Hayden/Spring traffic light.
MBTA Potential Service Reductions
➢ MBTA budget requires an influx of State funds to maintain its current level of service.
➢ Lexington could be impacted by these cuts.
➢ A draft letter will be developed for the Selectmen's consideration to be sent to state
legislators, as well as the transportation and revenue committees.
➢ Gail is crafting a letter as directed by the Transportation Advisory Committee.
Federal Stimulus Funding
➢ February 2010 is the second round of stimulus program selections.
➢ 4,000 funding requests are on file from the first round.
➢ Problems with the system are lack of communication and Mass Hwy inability to get
projects to a "shovel ready" status.

➢ MPO Community Day is forthcoming and Rep. Stanley will attend with Selectmen
Krieger. One project of interest should be emphasized.
➢ Waltham St /Marrett Rd intersection is ready with the exception of "right away takings"
which is with Mass Hwy to address. It is a 6 -month process. This project is scheduled for
2011 TIP.
MEPA Ruling regarding Waltham Commons
➢ RFP released for traffic study to assess emissions data.
➢ Green buildings can trade emission reductions for traffic emission increases.
➢ Focuses attention of traffic emissions early in the planning process.
Mass Avenue Corridor
➢ Consultant has taken traffic and pedestrian counts form Pleasant St to Marrett Rd along
Mass Ave.
➢ Public meetings will be held through design process. Design to include signalization and
crosswalks.
➢ 25% of preliminary design needed to get onto TIP.
➢ 5 years optimistic estimate for TIP funding of this project.
Town Infrastructure Funds Linked to Commercial Development
➢ SAFETEA -LU, federal money, $6000,000 for Hayden St Corridor (Waltham, Hayden,
Spring, Rt 2A) requested by Representative Markey.
➢ Chapter 90, State roadway reconstruction used for Woburn Street
➢ State just released 80 million for bike routes.
➢ Public Works Economic Development (PWED), limited funding for local economic
development
➢ Town's are waking up to traffic problems and facing pent up demand for improvements.
➢ 128 Corridor Coalition is such an effort uniting Lexington and four surrounding
communities. State, however, is not responsive to this effort.
Waltham St Crosswalk
➢ Selectmen have talked about funds for this project including $25,000 from Watertown
Saving TDM and stabilization funds.
➢ Design $15,000 and construction $65,000
➢ Design work will begin after Julyl when $50,000 TMG funds are available.
Beal TDM Mitigation Addition
➢ At time of permitting, advanced release of funds, Beal will provide financial support for a
South Lexington Corridor study.
Hartwell Ave NH Commuter Shuttle
➢ Shuttle between Nashua, NH to Lincoln Labs and Hanscom AFB may be expanded as a
private /non - profit venture.
➢ MPO Suburban Mobility funds maybe pursued.
➢ 25 employees are currently taking the shuttle.
Lowell St, Parcel 40A (Plant Action property
➢ Arthur announced the Appeals Board would review on May 14 site plan changes for this
proposed residential development.
➢ Depending on degree of changes, re- zoning may become an issue and thus, possible
TDM requirements.
