October 28, 2008
Present: Richard Canale, David Cannon, Elaine Dratch, Jeanne Krieger, Chris McVay, Arthur
Smith, Jerry Van Hook, Gail Wagner, Susan Yanofsky
Hartwell Avenue Striping
➢ Hartwell Ave accident data pre and post striping should be compiled to go before the
Selectmen with the TMG recommendation.
➢ Police report striping slows traffic.
➢ Drivers' complaints to the Town have diminished.
➢ Improvements at Maguire Rd and bike path remain to be addressed.
➢ TMG voted to support permanent striping of Hartwell Ave.
Waltham Street Crosswalk Options
➢ David after consulting Police staff voiced support for signed crosswalk, as an initial step.
Design would include advanced warning signs.
➢ David envisions a Waltham Street corridor study that would include the area in question
near the Waltham line. The study may revamp crosswalk, as it is viewed in larger
context.
➢ Town funds beyond TMG may need to be appropriated for a crosswalk with activated
lights ($40,000).
➢ Crosswalk with ramps and signage ($10,000) could be funded by Watertown Savings
TDM funds.
➢ City of Waltham should be consulted regarding any proposed crosswalk plan.
➢ Installation would take place in spring, 2009.
➢ TMG voted to use Watertown Savings TDM funds for crosswalk with ramps and signage
installation.
Beal Traffic Mitigation
➢ TMG is unable to negotiate TDM terms in an open meeting. Jeanne Krieger, Charles
Hornig, Maryann McCall Taylor and Susan Yanofsky represented the Town in
developing a Traffic Mitigation agreement that is in draft form.
➢ Highlights: Lexpress annual payment for the duration of service; No Left AM Turns from
Spring St (Beal added no Left PM turns); traffic mitigation payment to new Town
Mitigation Bank; 5 year bond to be held by Town's Building Director, with return to Beal
at end of period, if LEED silver certification obtained or SOV travel to site reduced by
10 %.
➢ Details of mitigation plan to be presented to Planning Board on 10/29/08.
➢ If added TMG input is required, TMG meeting scheduled for Friday, Nov 7, 1 pm.
South Lexington Traffic Calming
➢ Purpose of traffic calming is to reduce speed not volume.
➢ Goal to make roads friendlier for all.
➢ South Lexington is scheduled for traffic lights at Spring St at Marrett Rd and Spring St at
Hayden Ave. Sidewalks along Spring St are to be built to include crosswalks.
➢ Beal's Mitigation proposal includes restricted turns form Spring St and performance
incentives to reduce traffic to Ledgemont Office complex.
➢ Goal of mitigation is to make local streets as safe and accessible as possible.
➢ Incremental traffic increases must be anticipated by impact of regional development.
➢ It was suggested that a Spring traffic study should include Shade St and Woodhaven.
Planning Board, as a Selectmen Advisory committee, can raise added mitigation
measures.
Town Mitigation Plan
➢ Susan distributed 2007 traffic data for high accident streets (accidents, density). It
included public transit routes and proximity to schools. Information was depicted on a
map to portray traffic problem areas. It is proposed that this type of analysis guide the
development of a Town Traffic Mitigation plan by priority, similar to the State TIP.
Roosevelt Rd Sidewalks
Sidewalk Committee is conducting a public meeting at Hastings School on 10/29/08.
Avalon Met State Sidewalks
