HomeMy WebLinkAbout2008-03-25-TMG-minMinutes for Traffic Mitimation Group Meeting March 25, 2008 Present: Richard Canale, David Cannon, Jeanne Krieger, Jerry Van Hook, Christine McVay, Gail Wagner, Susan Yanofsky Hartwell Avenue TIP ➢ Mass Highway is requesting new project needs form since BRAC report that slated 2009 TIP ($500,000) ➢ New project needs form will be developed by Dave Cannon and presented at TIP hearing before MPO. ➢ Project delayed from 2009 to 2111 TIP consideration. ➢ Unanimous vote to authorize efforts to the 25% project design stage. Traffic Calming Policy ➢ Town Manager has asked Planning staff to develop a town traffic calming policy. ➢ Mass Highway's Design Manual presents criteria and interventions (tool box). ➢ Existing standards in Mass towns /cities, as well as out of state (VT, Illinois), will be reviewed. ➢ Policy goals: Trigger Points (street resurfacing, new developments, volume, speed); Process (public outreach, committee review); Interventions (tool box and funding). ➢ Unanimous vote for Christine McVay of Planning Dept. to develop policy with TMG participation. Hancock Street Rotary ➢ Traffic and pedestrian improvements should be included in plans for the redevelopment of Lexington Gardens. ➢ Dave Cannon will draft a letter to Zoning Officer noting developer assistance in these improvements with copies to the Conversation Committee and Planning Board. ➢ Planning Board is encouraged to use consultants for professional advice as needed. Warrant Articles before Town Meeting related to TMG ➢ Traffic study of Mass Ave corridor (Pleasant Street to Marrett Road) is unanimously supported. Sudhir Murthy offered to draft a RFP for this study. Dave Cannon will check on progress. ➢ Development Articles (53 -59 excluding 57) highlight the need for the Planning Board to update bylaws. ➢ TMG will take no specific position on any Article, but will go on record as an advisory group to the Selectmen with the following: An integrated approach to traffic management must be part of any zoning changes. Elaine Dratch will be asked to deliver this statement at the Selectmen's meeting on March 31. ➢ Technical assistance training on mitigation issues may be pursued through a state peer mitigation grant. Waltham's Route 128 Development Proposal ➢ Proposed expansion of Route 128 cannot absorb projected new development traffic. ➢ Communities impacted must push for green construction and traffic mitigation rather than roadway improvements. ➢ Weston is not allocating additional funds to address this issue. ➢ Waltham has showed no receptivity to collaborate on traffic mitigation. EDTS Global Request on Traffic Miti gation ➢ TMG is not taking a stand on Warrant Articles. ➢ Richard Canale will request EDTS to develop a specific charge for TMG.
