The Traffic Mitigation Group (TMG) met on Tuesday, November 27, 2007 at 9:30 AM
in Room 111 of the Town Office Building. The following summarizes the discussion.
West Lexington Greenway
➢ Stew Kennedy and Kith Ohmart of the Bicycle Advisory Committee presented
updates on the proposed West Lexington Greenway that would create a
bike /pedestrian trail connecting northeast Lexington to Minuteman National Park.
➢ Community Preservation funds totaling $125,000 will be used to hire VHB
consulting to get to a 25% design plan and assist with State forms.
➢ Federal and State funding will be needed to complete. As a preliminary step, a
TIP endorsement letter from TMG to the Boston MPO was requested.
➢ Peter Chalpin, Sr. Engineer, is the town's TIP coordinator. An overview of the
town's TIP priorities is needed, specifically Hartwell Ave and Hayden Rd.
➢ Regional connection such as the Weston Greenway project should be explored as
well as Starwoods TDM requirement connecting Mass Ave with Minuteman
National Park.
➢ In January, the first of 3 public meetings will be held. Pubic notification via
Selectmen meeting, newspaper and Lincoln Lab bike enthusiasts was suggested.
Hartwell Ave
➢ Jeanne emphasized that current traffic issues has created an opportunity to
improve commuter options on Hartwell. She encouraged a meeting with the base
commander. A delegation of Jeanne, Susan, Chris and Gail was suggested.
➢ Police observations at the 11/16 meeting stated 5 -7 bicyclists per day.
Mass Ave Intersections
➢ Town meeting is likely to raise the long- standing Mass Ave at Maple Road
intersection improvements. FY08 TMG funds were largely directed to Hartwell
Avenue. Signalization is the best solution for this town maintained road that is a
State route and thus, needs State approval. Jeanne hopes some statement can be
developed for town meeting.
➢ Woburn Rd will be paved next spring. Pedestrian and bike access from Mass Ave
needs be considered as part of the plan, as well as the Minuteman Bikepath
crossing. The area was looked at during the Walkable Community event, but
specific plans were not part of the exercise.
Updates
➢ Richard developed a letter for Transportation Secretary Cohen regarding the
town's TDM bylaw. It was reviewed and the recommendation made to attach the
TDM summary previously presented to TMG.
➢ HATS will hold a meeting on Dec 11. Bedford Selectmen sent Massport a letter
objecting to proposed cargo service at Hanscom Air Field.
➢ Elaine's letter in the Minuteman on pedestrian safety was commended.
➢ Shade Street traffic calming as part of the Journey's End development was raised.
Engineering will make recommendations after review of the Police recent speed
study.
