16 Hayden Ave Traffic Demand Management (TDM) Terms
➢ A TDM agreement for 16 Hayden Ave stipulated an annual payment of $4,000 to
Lexpress for a minimum often years. Lexpress stops at 16 Hayden eleven times each
weekday and is the only public transit option. The ten -year period expired in 2008.
➢ Gail sought input regarding extension and updating of the TDM terms.
➢ Consensus was that town counsel should review the original document.
Traffic Calming Policy Draft
➢ Traffic Safety Advisory Committee staff expressed concerns regarding the degree of
formal reporting and technical data analysis recommended.
➢ Charles Sargent of the Police Dept and David Cannon of Engineering will meet with
Chris to give additional feedback.
➢ Chris requested written comments be submitted by August 15.
Traffic Demand Management
➢ Planning Board is working on revamping the current TDM bylaws as tasked at Town
Meeting.
➢ Burlington's document was suggested as a model. It is hoped that Burlington will join
Lexington, Lincoln, Weston and Waltham in crafting a regional TDM policy.
➢ Criteria should be measurable and enforceable. Example: Planning is considering two
parking spaces per 1,000 square footage of building for Hartwell Ave rezoning.
➢ Goal is to influence how people get to work and providing options to get them there.
➢ Richard distributed Selectmen's letter to Boston MPO endorsing 4/225 Corridor study in
Lexington and Bedford.
Beal TDM Requirements
➢ Ed Grant, Beal Corporation's legal counsel, stated his client's intent to build a new
building at corner of Spring St and Hayden Ave, expansion of Ledgemont Office Park.
CD rezoning will be required.
➢ Charles Kalauskas, BSC traffic engineer, is analyzing commuter data. Employee surveys
are to be part of the analysis.
➢ Peter Nichols of Beal Corporation asked that the company be treated fairly in the
rezoning process. He welcomes smart commuting, as it is good for business. He
mentioned zip cars on site, bus shuttles, sidewalks, bicycle routes, and electronic travel
kiosk.
➢ Town traffic concerns: directing cars to Route 2 rather than local streets, entrance form
Hayden Ave, incentives for employees to limit SOVs, facility transportation coordinator,
car pooling incentives shared by bicyclists and walkers.
Town Infrastructure TDM Projects
➢ MA Moore Grant priority based on Shire relocation: Marrett at Waltham St intersection;
Marrett /Bridge at Spring St intersection; Spring St sidewalk; Hayden at Spring St
intersection. If not funded by MA within 3 years, Shire responsible.
➢ Marrett at Waltham St intersection is being surveyed by Mass Hwy and land takings
reviewed. Mass Hwy's practice of using design consultants rather than staff is to be
tempered in the future.
Marrett Road /Route 2A Bridge spanning Route 128/95
➢ Identified by Mass Hwy as one of the state's ten worst bridges.
➢ New bridge to be built starting March, 2010 with an estimated completion time of 30
months. Designed to have one center pier rather than the current 3.
➢ Temporary easements will be taken during construction.
Note: Joanne Tringale, School Administration Bus Coordinator, was listed on the agenda, but did
not attend due to an unexpected change in travel plans. With Lexington schools re- opening the
week of the next TMG meeting, rescheduling is postponed.
