I - A 'own ® Lexi n ton 1 x ev WJ W Recreation Committee s ^ X 3 6 a� APRIL Ir FX I N G't�� Frederick DeAngelis, Chairman Tel: (781) 862 -0500 x 262 Howard Vogel, Vice Chairman Fax: (781) 8622747 Wendy Rudner Sandra Shaw Lisah Rhodes Recreation Committee Minutes of Meeting of December 14, 2011 A meeting of the Recreation Committee was held on Wednesday, December 14, 2011 at 6:45 p.m. in Room 201 (Recreation Office) of the Town Office Building Members Present: Rick DeAngelis, Lisah Rhodes, Wendy Rudner, Sandra Shaw and Howard Vogel Staff Present: Karen Simmons, Director of Recreation, Sheila Butts, Assistant Director, and Chris Filadoro, DPW Superintendent of Public Grounds Others Present: Rick Abrams and Alex Dohan, Lexington Greenway Corridor Committee; David Tabling, Photographer for the Annual Town Report The Recreation Committee meeting began at 7:05 p.m. The meeting acted on the following items: 1. Annual Town Report Photo David Tabling was present at the December 14, 2011 meeting of the Recreation Committee to take the Recreation Committee photo for the annual Town Report, 2. Citizens and Other Boards — None 3. Meeting Minutes from November 16, 2011 Wendy Rudner noted that on page 4, line two the word "school" had been omitted. Wendy Rudner moved and Sandra Shaw seconded acceptance of the Recreation Committee Meeting Minutes of November 16, 2011 as amended. The motion was approved by a vote of 3 — 0 —1 (Howard Vogel abstaining). 4. Greenways Corridors Committee Rick Abrams and Alex Dohan presented the Recreation Committee with their initial concept plan for a proposed Lexington Greenway Corridor: ACROSS Lexington (Accessing Conservation land, Recreation areas, Open space, Schools and Streets).The Greenways Corridor Committee, which was transformed from the West Lexington Greenway Committee into an official Town Committee is seeking input and suggestions from the Recreation Committee and other Town Boards and Committees. The goal of the Greenways Corridor Committee is to "plan, and develop, a number of well- marked routes in Lexington that traverse and connect conservation land, recreation areas, open spaces, and schools with Lexington center, historic sites, trail systems in other towns and other important locations." The plan Mr. Abrams and Ms. Dohan presented is attached. 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 The Greenways Corridor committee believes it is important to "provide Lexington residents and visitors with increased opportunities for off -road walking, running, and biking with guided paths through Lexington lands that minimize on- street travel." The Committee has used the Town of Wellesley as a local model for their proposal, and the City of Portland, Oregon as a national model. The perceived benefits would include improved access to public land and the existing infrastructure with a series of 35 miles of marked routes; increased fitness and exercise options; linage to other communities and regional rail trails; positive economic impact; alternative transportation options for all residents and visitors; and prepares Lexington for the increasing "senior tsunami ". The Recreation Committee had a discussion of the proposed project, and provided the representatives from the Greenways Corridor Committee positive feedback and suggestions. Rick DeAngelis suggested that the group select one showpiece trail to initiate work on, thus offering residents and visitors a view of what can be accomplished. Howard Vogel agreed and noted that it would be excellent if at least one route could be completed by the start of the Lexington 300 celebration. Lisah Rhodes suggested that the Greenways Corridor Committee also contact the PTA's and the Safe Routes to School Committee. Wendy Rudner, responding to the plan to use existing poles to attach trail'markers to, suggested that the signs should be very sturdy, vandal proof, and that they differentiate the types of trails (i.e., biking, walking, stroller and wheelchair accessible, etc.) The Recreation Committee is very excited about the proposal and eagerly awaits hearing about the next steps. 5. Busa Update As of December 14, 2011, there. was no new information about the Busa Farm project. 6. Recreation's 5 -Year Capital flan Karen Simmons, Director of Recreation, asked .the members of the Recreation Committee if they had any questions regarding their Five Year Capital Plan. The Recreation Committee members indicated that they had no questions or concerns at this time. Assignments will be made at the January meeting. 7. Recreation Committee organization Elect Vice Chair The Recreation Committee has been without a Vice Chair since Richard Thuma's departure from the Committee. After a brief discussion, Sandra Shaw nominated Howard Vogel to fill the post of Recreation Committee Vice Chair. Wendy Rudner seconded the nomination. The Recreation Committee approved the nomination of Howard Vogel as Vice Chair by a vote of 4 -- 0 — 1 (Howard Vogel abstaining). S. Recreation Report - Karen Simmons, Director of Recreation reported on the following: ® -Update on Lincoln Park plowing incident: The decision to plow fields 1 and 3 at Lincoln Park after the October snowstorm was made by DPW Director of Operations, David Pinsonneault. Ms. Simmons told the committee that Mr. Pinsonneault make the decision in the best interest of the community and the High School student athletes, and after determining that the work would be done by a qualified company. Ms. Simmons also told the Committee members that she had spoken with Naomi Martin, Athletic Director, about the situation, and that Peter Coleman, Supervisor of Recreation, had sent Ms. Martin a letter expressing the serious concerns of the students shoveling the fields. Ms. Simmons met with Naomi Martin and she indicated that that the decision by the MIAA mandating that towns with infill synthetic turf fields had no recourse but to play scheduled games or forfeit was not in the best interest of the students. She will share our concerns with officials at the MIAA. Ms. Simmons further recommended to the Recreation Committee that the matter be handled in-- house, and that a letter to the Lexington School Committee not be sent, as suggested by the Recreation Committee at the November 16, 2011 meeting. The members of the Recreation Committee thanked Ms. Simmons for her diligence in this matter and agreed that the matter be handled in- house. • Pine Meadows Golf Course: o The Pine Meadows Golf Course closed for the season on December 14, 2011. o The Storm Water Mitigation Project at Pine Meadows has not yet begun. Ms. Simmons called the engineering department about this on December 14, and is awaiting a call back. She stressed that the scheduled work must be completed prior to the anticipated March 2012 opening of the course. o Four greens will be covered this winter at Pine Meadows. Included are permeable and impermeable covers on greens 5 and 8. o The New England Golf Corporation Contract was scheduled to expire on December 31, 2011. New England Golf has been offered a one year extension on the contract, which they accepted. The contract expiration date is now December 31, 2012. o Recruitment for the position of Assistant Superintendent of the Pine Meadows Golf Course will begin in January 2012. • Karen Simmons presented the FY 2013 Recreation Department Budget request to the Board. of Selectmen on Wednesday, November 30, 2011. She will distribute copies of the budget submission to the Recreation Committee at the January meeting. • Project bids for Phase 2 of the Town Pool renovation were opened on November 17. All bids were rejected due to the costs. The Skylight /roof work, which was included in the original bid documents, has been removed and an RFQ was sent out. The work needs to be completed before the area receives additional snow, to avoid roof and bath house damage. 8e Parks Report Chris Filadoro, Superintendent of Public Grounds, reported the following: • The Clarke Softball and Baseball infields have been laser graded and the baselines widened and improved. • Tennis nets and windscreens have been removed from the tennis courts and put in storage until the spring. At the request of the Recreation Department two tennis nets have been left in place at the Gallagher Tennis Courts. ® Work is nearing completion on Phase One of the Center Drainage Project. Mr. Filadoro estimates that 90 -- 95% of the work is done. The contractor has added some drain lines near the baseball field to increase the flow of water from the infield. • The new outfield fence is scheduled to be installed in right field on December 16. Karen Simmons, Director of Recreation thanked Rick DeAngelis for his private donation to purchase the new fence in right field. • The Franklin Field Capital project began on December 12, 2011. Player benches, replacement of the park bench and site amenities will be installed in the spring. • Mr. Filadoro met with Pine Meadows Superintendent John Allen to determine the extent of winter tree removal work to be completed prior to spring 2012. The next meeting of the Recreation Committee will take place on Wednesday, January 18, 2012 at 7:00 p.m. in Room G15 of the Town Office Building. The December 14, 2011 meeting of the.
