Citizens and Other Boards — None 2. Meeting Minutes from October 19, 2011 Howard Vogel moved and Sandra Shaw seconded acceptance of the Recreation Committee Meeting Minutes of October 19, 2011 as written. The motion was approved by a vote of 3-0. 3. Busa Update As of November 16, 2011 there was no new information about the Busa Farm project. 4. Recreation's 5 -Year Capital Plan Karen Simmons, Director of Recreation, asked the members of the Recreation Committee to consider who would present the Recreation Capital Articles to Town Meeting in 2012. The articles are: • Phase 3 of the Center Drainage Project (Dave Pinsonneault) • Park Improvements- Hard Court Resurfacing— Center Track • Pine Meadows Equipment • Park and Playground Improvements — Adams Playground • Park Improvements- Athletic Fields — Garfield, Clarke and Diamond Irrigation 5. Pine Meadows Turf Advisory Report Karen Simmons, Director of Recreation, summarized the USGA Turf Advisory Report, which had been provided to committee members at the October meeting. The following recommendations have been made by the USGA: 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 • Increase core aerating on the greens over the next year • Continuation of the tree removal program as approved by the tree warden. For every tree removed, two new trees will be planted. • Raising the left side of 4 th green and repairing the drainage line. • Renovate the bunkers at the 3 rd hole. • Repair the drainage lines on 1,2,4 and 8. • Extend the cart path on the 6 th fairway. Wendy Rudner asked for a clarification about the types of mowers mentioned in the USGA report, and the cost of the recommended mowers. Chris Filadoro, Superintendent of Public Grounds, provided an overview of the mowers and their appropriate use. Ms. Rudner also asked if tee box work included both the forward and back tees. Ms. Simmons indicated that some holes would include both tee boxes. Last year some of the forward tee boxes were rebuilt. Ms. Rudner expressed concern about possible safety issues that might arise after trees are removed. Ms. Simmons responded that safety was the number 1 priority and that a tree would not be removed if the result presented a safety issue for golfers. Howard Vogel asked what projects were scheduled for the next budget cycle. Ms. Simmons explained that we would work on the recommendations by the USGA listed above. In addition, the windows and lighting needs to be replaced in the clubhouse. 6. Recreation Report - Karen Simmons, Director of Recreation informed members of the Recreation Committee about the following: • Construction of the shade pavilion next to the Gallagher Tennis Courts at the Center has been delayed. Ms. Simmons and LHS Girls Tennis Coach, Bob O'Neil are meeting with Minuteman Tech staff on Friday, November 18 to review what the school and students need to proceed with the project. • Mom's on the Mound has donated $3,000 towards a new scoreboard to be installed on the Varsity Softball Field after the Center playfield drainage project is complete. The scoreboard will be located down the right field foul line by the fence. • The NFL FLAG Football program is wrapping up another successful season this coming weekend. Peter Coleman, Supervisor of Recreation has done an outstanding job. Enrollment increased from 173 participants in 2010 to 215 participants this year. • Peter Coleman met with all In -Town Basketball League coaches on November 15 The In- Town Basketball League starts the week of November 21 with team formation nights, and games beginning the first Saturday in December. The Youth Basketball Clinics will begin in January 2012. • Karen Simmons stated that the June "retirement" of Lynne Wilson and David Williams from the Lincoln Park Sub - Committee presents an opportunity for the Recreation Committee to create a charge for the Lincoln Park Sub - Committee that would bring a diverse group of people together (active recreation users and passive recreation users) to serve as stewards of the entire park. There are currently six (6) members on the Lincoln Park Sub - Committee and Lynne Wilson has suggested that the number increase to nine (9) members. Members of the Recreation Committee reiterated their desire to recognize David Williams and Lynn Wilson for their service on this committee. It was recommended to bring this up as an agenda item in January or February. • Ms. Simmons reported that water and sewer bills have been an issue for the past few years. She has met with Eric from the Water /Sewer Department to discuss this and they will be replacing the water meters with auto reader meters. The money for the replacement will come from the Recreation operating budget. 2 • The Town is currently investigating the possibility of purchasing a parcel of land on Grove Street. Ms. Simmons, Mr. DeAngelis and Mrs. Shaw attended a meeting on the subject recently, along with other stakeholders, including the Conservation Committee and the Housing Partnership. • Included in the Recreation FY2013 Operating Budget will be a Program Improvement to hire an outside consultant to work with the Recreation Committee to create a Strategic Plan. This is a great opportunity and long overdue. 7. Parks Report Chris Filadoro, Superintendent of Public Grounds, reported the following: • 75% of the sod at Center 1 and 2 had been laid. 90% of the grass area will be sod and the boundary areas will be seeded. The infield work is substantially completed on the Center 2 Softball field and pending weather the Center 1 infield should be completed by the Friday after Thanksgiving. Karen Simmons reported that the Blue Sox and Babe Ruth leagues have contributed $9,000 towards the replacement of baseball outfield fencing. Lexington High School athletics hope to be able to access Center 1 and 2 in May 2012. • Stantec is compiling the bid documents for Phase 2 of the Center Playfields Drainage Project. The town hopes to begin work in spring 2012, pending the completion and acceptance of Phase 1. • Additional maintenance will be necessary on the renovated field during the first few years, including a different type of maintenance on the infields from what the Parks Department has traditionally done. • Dave Pinsonneault will be presenting the request for Phase 3 of the Center Playfields Drainage Project to the Community Preservation Committee at an upcoming meeting. • The culvert work at the Pine Meadows Golf Club is scheduled to begin the week of November 20. The irrigation system must be turned off prior to the onset of work. The project will be done over the winter months. • The Franklin field Capital project will begin the week after Thanksgiving. The softball field will be upgraded and new players benches installed. This project should take one to two weeks depending on the weather. • The Old Reservoir Storm water management project has been scheduled to begin in spring 2012. However, due to permitting requirements it may not begin until August 2012. The engineers are meeting with the Town and DER • The Estabrook Field use and specifications letter has been sent to the Facilities Department and forwarded to the architect. The new school is being constructed on the current athletic fields at Estabrook. The Recreation Department has informed Facilities that when the area is reconstructed we need an adult sized softball field (which currently exists) and a soccer field only if space allows. • All but one of the retention basins at Lincoln Park have been weeded and cleaned. • On November 1 DPW, at the request of the LHS athletic department made arrangements to clear the snow off of Lincoln 1 and 3 to facilitate the final regular season girl's soccer game on November 1 and the first round of the MIAA Field Hockey tournament on November 2. The MIAA had informed high school athletic departments that regular season games and tournament games could not be postponed due to field conditions. On Monday, October 31, Sheila Butts, Peter Coleman and Dave Pinsonneault had requested that members of the high school soccer teams cease their attempts to shovel the snow off of the fields. Mr. Pinsonneault spoke with Naomi Martin, Athletic Director, about this issue and told her that DPW would take care of the situation in a safe manner so that the games could be held. Mr. Filadoro reported that prior to the snow clearing he had spoken with North East Turf, and had arranged for the company that clears Gillette Stadium to bring in the proper equipment for the work. All members of the Recreation Committee in attendance expressed their dismay that this had taken place, considering that there was a State of Emergency and Lexington had no school on October 31 or November 1. Mrs. Shaw suggested that the school committee be sent a letter about the situation, indicating that this can never happen again. Mr. Filadoro indicated that he would meet with Naomi Martin to stress this. Ms. Simmons requested that the staff complete a full investigation and report back at the December meeting. In addition, Ms. Simmons will ask the Athletic Director to address this issue with the MIAA. The Recreation Committee requested that this issue be discussed as an agenda item at the December meeting. • The Parks Department has begun storm damage clean up. The town is also using a contractor to remove tree branches and downed limbs. • Project bids for Phase 2 of the Town Pool renovation will be opened on November 17. The next meeting of the Recreation Committee will take place on Wednesday, December 14, 2011 at 6:45 p.m. in the Recreation Department office, second floor of the Town office Building. The Annual Report picture will be taken sharply at 6:45.
