HomeMy WebLinkAbout2011-11-09-BOH-min DRAFT Lexington Board of Health Meeting, Wednesday, November 9, 2011 at 7:00 p.m. Legion Room, Cary Hall, 1605 Massachusetts Avenue, Lexington, MA Board of Health Attendees: Wendy Heiger-Bernays, Chair; David S. Geller; John J. Flynn; Sharon MacKenzie Health Department Attendees: Gerard F. Cody, Health Director; Ann Belliveau, Health Clerk/Office Manager Heiger-Bernays called the meeting to order at 7:00 p.m. The Board reviewed the minutes of September 14, 2011, motioned to accept the minutes as written with attachments. Flynn seconded. All approved. Environmental Health Update/Reports - The Board reviewed the Environmental Health Report prepared by Kathy Fox. Food Inspection Program Food Plan Review – Panera Bread – Cody introduced Stephen Harron, General Manager for Panera Bread who appeared to request their food permit for the opening on November 28, 2011. After a discussion, Geller motioned that the Lexington Board of Health grants an Annual Permit to operate a food establishment to Panera Bread located at 1684 Massachusetts Avenue pending a successful pre-operation inspection. MacKenzie seconded. All approved. Food Plan Review – Dunkin Donuts at 915 Waltham St. – Cody introduced Bernard Djevelakian to the Board of Health who was requesting a permit to operate a food service establishment at 915 Waltham St. Mr. Djevelakian had recently completed a food plan review with the Health Division. All required equipment had been installed according to the code but a pre-operational inspection had not been completed. After a discussion, Flynn motioned that the Lexington Board of Health grants an annual permit and to operate a food establishment to Dunkin Donuts located at 915 Waltham Street pending a successful pre-operation inspection. Geller seconded. All approved. State Sanitary Code Update 16 Estabrook Road – Cody informed the Board of a recent letter sent to Elizabeth Weiss on October 23, 2011. The Lexington Fire Department had responded to a call requesting help to have the basement pumped out due to heavy rains and flooding. The Lexington Firefighters observed conditions which make the house unsafe and unfit for human habitation. Cody stated that heat had been restored to the residence but he would like Mrs. Weiss to meet with Minuteman Services to see what services they may be able to offer her. According to Cody, Mrs.Weiss has denied access to her home by Minuteman Services. Cody will set up a meeting with Mrs. Weiss and Minuteman Services for 11:00 a.m., on Wednesday, November 16, 2011 in the Legion Room. Intern Project Discussion with Felix Zemel, REHS/RS – Cody introduced Felix Zemel, REHS/RS, to the Board of Health. Felix mentioned he is a MPH student at the B.U. School of Public Health and he is working with Cody and the Board on the proposed Anaerobic Digester at Hartwell Avenue. Zemel stated his presence at the meeting was to gather input from the Board about the landfill site and what they would like addressed to assist in the process in going forward with the landfill site. Zemel will create a list of the Board’s concerns relative to public Health which should be passed on to CDM. He would also like to make a presentation to the Board of Selectmen and to prepare a public document for Town Meeting. A discussion followed concerning the preparation of regulations and the permitting process for the proposed Anaerobic Digester because of public health concerns. Community Health Report Cody reviewed the Community Health Report prepared by David Neylon, R.N., and follow-ups for the four communicable diseases had been done in a timely manner. Cody also mentioned that the Health Division, in collaboration with the Lexington Public Schools had expanded our school based vaccination program to include two school clinics this flu season. These will be family style clinics where parents, caregivers, students and siblings can be vaccinated. Metco students will be vaccinated by the Public th Health Nurse before their bus leaves in the afternoon of November 30 and during X block at 8:00 a.m. on December 7, 2011. Cody also mentioned that the Health Division will continue collaboration with the th Chinese Bible Church of Greater Boston on Spring Street this year on December 4. 80 Oak Street – Cody advised the Board that he had received some complaints regarding 80 Oak Street which has been vacant since 1970’s. There had been a fire at this residence and the owners moved to Maine. The Building Commissioner took a lead for the Town and found certain items which need to be addressed. There was also a leaking oil tank in the basement. DEP was notified. An order to correct letter will be sent to the owners. MacKenzie motioned to adjourn. Geller seconded. All approved. Documents submitted: Agenda Minutes of September 14, 2011 Community Health Report Emergency Preparedness Report Environmental Health Report Emergency Preparedness Report September 2011 th First Flu Clinic of the Season, October 5, 2011 th From 9am to 12pm on Wednesday, October 5, the first flu clinic of the season will take place at St. Brigid’s Parish Hall. Pneumococcal vaccine will also be available. This clinic is targeted for those residents aged 60 and older. So far, we have 11 Medical Reserve Corps volunteers signed up to help out for this clinic. Prioritization of State Supplied Flu Vaccine Due to state budget cuts, MDPH has reduced the amount of flu vaccine available to local boards of health and other public providers by 23%. Because of this, MDPH has made the recommendation that state supplied flu vaccine be prioritized for those at high risk for contracting the flu and are uninsured or underinsured (health insurance does not cover flu vaccination). Lexington Board of Health State-supplied injectable doses for 19 250 years and older State-supplied “Flumist” for those 2-18 200 years of age State-supplied injectable doses for those 180 under 19 years of age Privately purchased injectable flu doses 440 Privately purchased injectable flu doses 450 for Town of Lexington employees TOTAL 1520 doses Lexington Public Schools (for use at school based clinics) State-supplied injectable doses for those 90 under 19 years of age State-supplied “Flumist” doses for those 170 2-18 years of age TOTAL 260 doses Katahdin Woods and Avalon Building on previous years’ clinics at Katahdin Woods and Avalon apartment complexes, the Health Division is in the process of working with these apartment complexes to set up small, pre-registration only flu clinics, as a way to exercise emergency plans that may come in to play in the event of real emergency.
