Steve Keane of the Lexington Housing Authority(LHA) briefed the ECC on the various measures taken to reduce energy consumption in the various buildings owned or administered by the LHA. Topics discussed include : 1)Change from electric heat to gas heat. 2)Education of the elderly and/or ill tenants on energy conservation measures. 3)Plans for future installation of Airgel insulation with supposedly high R-value – some ECC members questioned the high R-value claim. 4)Problems with window installation in Limebrook village – unreliable window contractor. 5)Difficulties in enforcing/encouraging conservation because of lack of individual metering in the low-income housing units. II. Various options were discussed on how to use the Green Communities Grant Funds ($158000). The options discussed were the following: 1)Enter into Purchase Power Agreement for Solar PV. 2)Development of a strategic planning options analysis of the building, operation, management etc of a large-scale organic waste composting project at the Lexington composting facility on Hartwell Ave. with the intention of producing renewable energy. 3)Exchange of the four Ford Escapes owned by the town for four hybrid Ford Escapes. The ECC voted unanimously to recommend to the Selectmen to exclusively adopt option 1. It also recommended to the Selectmen to consider the adoption of option 2 in the future.
