Christopher Barry Policy 44C — Community Based Justice and School Agreements • Consider moving this policy to inter - agency section. Although, 44 is within Juvenile policy section. • Cite source of policy. • Page 3, rename idem D to "Mandatory Reporting Incidents." Minor spelling corrections. • Page 5; "principle" correction. 62D — Traffic Safety Advisory Committee • Policy unnecessary. We should identify another policy where we can add the Police Department's involvement with TSAC. • We should identify ALL committees that the Police Department interacts with and in what manner. 31B — Equal Employment Opportunity and Affirmative Action Statement • Cite that this is a Town of Lexington Police. • Is policy properly placed in manual in selection area? Or should it be in front portion of manual that addresses ethics and other global directives. • Page 1 — if in Town policy — question whether "previously excluded groups" is really appropriate language. 1575 Massachusetts Avenue, Lexington, MA 02420 • Replace "female" with term women. • Page 2, A2b. "will still follow the guidelines of this policy." Do we mean HRD guidelines or Town guidelines. • Page 3 is very vague to the Committee and suggests a rewrite to be more specific. • Page 3, C 1 & C2. An analysis "on a regular basis" — what does this mean; by whom. • Page 3. C3; Produce recruitment literature - -- again, by whom, when. • Page 3, C5 — See Chief of Police for specific procedures. • Page 3, C6, target "women and minority professional..." • Policy should also state that EEOAA is applicable to assignments and promotions within the organization. 17-A Selertinn • Rename Selection of Police Officers. • Cite origin of policy. • Page 1, "Candidate should possess intelligence, have the ability to work independently" but should also be able to respect the command structure and protocols. • Page 2, A5. Protocols for rehiring laid off officers is not entirely correct in this section and it needs reworking. • Page 3, #6 at top. Should be clear that Chief of Police makes recommendations but Town Manager is appointing authority. • Page 3, 6 -b.ii. Should be clear Department "will not' hire someone with past abusive behavior. • Page 3. MPTC should be spelled out at least in first instance. • Page 4, C 1. Field training is not 12 weeks but a number of work cycles. • Page 4, C 2. Be more specific of abbreviated trainer for lateral or those with experience. • Page 4, D3. Bureau commander and BI person will have access to what on an as needed basis? • Page 5, E. Lb. adverse impact on whom? 35A Performance Evaluations • Page 1, last paragraph. We are not "publishing" evaluation. • Page 2, A3a — The Rater /evaluator will choose ...... there is missing text here. • Page 3, 4. The "applicable" evaluation form shall be.... • Page 3 — spelling and grammatical corrections. • Page 4, C3. Evaluation will be returned with recommended adjustments. • Page 5. Item 4. Delete entire section. Page 2 of 3 43B Surveillance • Policy is missing a discussion of what circumstances a surveillance is authorized and by who authorizes and when. • Cite origin of policy. • Page 2, section 4. "It is important that officers involved in the case should, if the information is available, be familiar with: • Page 2. Lettering is off. j. is missing. • Page 3, C. Lb. To be considered for such an assignment (and any additional training if required), • Page 6, section f. iii. U.S. Supreme Court has come out with new ruling on Miranda and cell block discussions. Check on this. • Page 7, section E -3 Reword the whole section. 45A Crime Prevention • Crime Prevention is capitalized differently through out policy. • Whereas PD does not have CP officer, this policy should address overall CP program. • Page 2, f. Remove all of the names multi housing locations. • Page 3, D, E and F. The PD really does not do these programs but supports them by others. We should rework section to say what we actually do. • Page 5. In an effort to identify and correct "inadequate" practices. 4. Next meeting on November 22, at 4:00 p.m. 5.
