Paul Callahan 1. Meeting called at 4:00 p.m. 2. Minutes for April 19, 2011 approved unanimously with one spelling correction. 3. Open Comments: Does LPD firearms training include safely handling firearms? Yes. All training incorporates training on proper handling and shooting of firearms. 4. Policy Review. 61 Traffic Safetv - Page 1: include reference to MPI resource. - Page 1: Reference to "engineering" is Town or State, or both. - Page 2, A. Ld. Rework sentence for clarity. - Page 3, 2.d. Selective enforcement "against the group of drivers who are responsible for the majority of the violations" is really intended to target the behaviors Rework sentence. - Page 3, 2. f Evaluation of enforcement action is unclear how this will be evaluated. Should not create a process that is not done. - Page 4, 3.c. Selection of suitable location for atraffic stop should add language. MV stop should not unnecessarily impeded traffic and officer should be empowered to ask motorist to move to another location if need be. - Page 4, 3.f. Should officers consider reducing forward facing lights, after the MV stop is under control, to reduce the visual impediment to oncoming traffic? - Page 10, ii & iii. Fix errors in sentence grammar and structure. - Page 11, e. iv. Blood Alcohol test guidelines should be spelled out in policy. - Page 12, 2.a. Include in policy legal standard for issuance of citation be it preponderance of evidence or the Chapter 90 `reasonable grounds to believe.' - Page 13, g. i. & ii. Not very clear what an unsafe behavior or unsafe condition means. 1575 Massachusetts Avenue, Lexington, MA 02420 Page 14, 4.b. Bicycles. Appears to be missing words in paragraph. Page 15, D.1. Spell out LIDAR. Page 17, top of page. Correct the language in parenthesis. Page 17, 2. Item a. speaks of bad driving behavior and then b. onward seems to focus only on aggressive driving. Shouldn't aggressive driving just be one of the subsets of other bad driving behaviors. Page 18. ALL of Section H is already address in Policy 63A and should be removed in its entirety. Page 19, given prior comment, item 4.a.iv. should address alleviating congestion `at school events.' Page 25, Abandoned Motor Vehicles. This should be in the Towing policy, not here. General discussion of using Video in police cruisers, advantages versus disadvantage. General discussion of using GPS in cruisers. 63A Traffic Direction and Control Page 1, cites to MPI policy. Page 4, item D. What is origin of the Manual on Uniform Traffic Control Devices for Streets and Highways. Page 5, clarify items A, B and C. A encourages officers to take control of traffic when special circumstances warrant. B. cites Chiefs authorization to post officers where needed. C. addresses advantage of using traffic control signals — but should include necessity of officer to override control. 43A Vice, Drugs and Organized Crime - Page 1. Opening paragraph leads readers to believe that most of the confidential informants are themselves questionable in character. This is misleading. It is "sometimes necessary to assign police officers as undercover...." - Page 1. Add Policy number to informant policy. - Page 1, second paragraph. Avoid speak of specialists. - Page 1, second paragraph. "Converts" criminal data is an odd phrase. - Page 1. Whole opening you be more Lexington specific. - Page 2. Grammar correction. - Page 6, b. "to be considered for this assignment and the additional training, a police officer must possess the traits, characteristics and aptitude, including the following:' - Page 6 bottom into 7. Bad formatting. - Page 7, b.ii. Emphasize `Video' surveillance versus audio. - Page 8, iv at top of page. Explain why agents should be rotated back to other assignments. - Page 9. iv. There needs to be language that emphasizes attorney —client privilege prevails. Page 2 of 3 45B Citizen Survev - Should this be apart of policy 1 on Goals and Missions? PD should decide. - Page 2, A,2. 3 -5 year window should be revised. - Page 2, A.3. Simplify sentence. Chief may decide at any point to survey the community for feedback. - Page 2, B. Lb. Reword for clarity. - Page 3, top paragraph. Delete. - Page 3. C. Reword entire section for clarity. Open up for collaboration with any available /appropriate research organization. 61A Traffic Administration and Management - Page 1. Include cites to MPI policy. - Significant overlap with other Traffic policies. Eliminate duplicity. - Page 2, IL Overlap with 63A, page 2 - Page 3, III, A. Overlap with 63A. - Page 3, IV, overlap with 63A. 61C Towing Motor Vehicles and Inventory Procedures - Page 1, Include cites to MPI policy. - Page 4, La. Spell out pda. - Page 4, F. "extremely poor" should be changed to the legal standard "otherwise fails to pass inspection." - Page 6, Add "all night parking" regulations - Page 6, Change bylaw to the numeric system presently used. - Page 7, Change bylaw to the numeric system. - Page 7, B. Authorization for Commanding Officer to tow and hold is very broad. Add some guidance and criteria. - Page 8, C. 1. Expand language on Denver Boot. - Page 10 is blank? 5. 73B Prosecution and 73C Legal Process Handling tabled until the next meeting. 6.
