Open Comments: A copy of the final policy and procedure manual will be made available to this Committee, on-line or in hard copy as requested. 4. Lexington Police Department goals and objectives distributed to each member. 5. Policies were reviewed. Summary of significant comments. 22-A Time Management - Page 1, 1st Paragraph. Delete last sentence. - Page 1. This is a unique policy and is focused at internal operations of PD. It should be clarified for the non police reader by way of an introduction that some terminology may not be understood without access to the internal police network. - Page 1. This policy is intended to capture most practices, but does not override labor agreements and this should be made clearer. - Page 2. Add definitions. Through policy, words and programs identified that should be defined. - Page 2. Holidays. May wish to be more specific about holidays (Town versus contract definitions). - Page 3. "Contract" and"Collective Bargaining Agreement" are used interchangeably. Pick one. - Page 3. Language covering "FLEX"time is not clear to the general reader. - Page 4. The "2 & 1" is not clear to the general reader. - Page 4. Spell out the LPA, AFSCME 1703 and Local 501. Who are these people? 1575 Massachusetts Avenue,Lexington,MA 02420 - Page 6. Use of FAMV, and how it can be used needs to be much clearer. - Page 7. The PD's authority to recall officers from vacation or other leave should be outlined more specifically in this section, or another area. - Page 8. Defining the "Equitable Ordering List" is needed with clearer language on what it means, and how it is applied. - Page 9. VI-B "outside peak vacation periods" use have added "as defined by contract." Similar additional language on VI-C, "in conformance with existing contract language." - Page 10. The Crossing Guard use of leave makes no sense to the general reader. Should be written more specifically. - Page 12, Define "banks" and"counters". - Page 13. Compensation for military leave personnel is legalistic; convert to plain English. 61C—Towing Motor Vehicles and Inventory Procedures - Overall policy. Convert Town bylaw cites from roman numerals to decimal system now used. - Page 2, II-A. Subsection 1, 2, and 3 should be and/or; separate with semicolon. 61D—Ancillary Motorist Services - Partially withdrawn. Bold text printed in scrambled fashion. - Should add list or procedure of authorized/approved towing agencies. - Section III, Page 3. This section on towing motor vehicles is duplicitous of policy 61C. 62A—Motor Vehicle Crash Investigations - Page 3. Department Policy on Emergency Response should be referenced as an attachment to the "duties of the first officers on scene." - Page 4, 1 x. This item is not clear that officer has authorization to leave town to follow an ambulance to get statements from victims. - Page 6, top of page under"Note." The potential need for a search warrant to seize "airbag control module"needs to be clarified, and capture any situation where an search warrant may be needed for motor vehicle computer devices. - Page 9. What training do officers have in assessing whether vehicle damage is over $1,000? - Page 10. Spell out"CAD." 72E—Holding Facility - No discussion of providing meals to prisoners. Is it captured in another policy; maybe reference this policy. - Page 2; Evacuation Plan. There should be procedures for doing a drill and making sure all emergency equipment and procedures actually work. Page 2 of 3 - Policy is not clear about fire suppression issues. There should be more detail on fire extinguishers, (Where? Who uses them?) and fire alarm or sprinkler systems. See also page 6 under Fire Prevention/Detection/Suppression. - Page 5. Section on visitors is not well written. - Page 7. Meter Repair Room. Explain a little bit more. 6. Next meeting April 5, 2001, 4:00 p.m. at the police station. 7. Adjourn at 6:02 p.m. Page 3 of 3
