MINUTES – LEXINGTON CONSERVATION COMMISSION August 2, 2011

Chair Joyce Miller opened the meeting at 7:38 pm in Selectmen Meeting Room, Town Office
Building
7:38 pm Informal: 2013 & 2027 Massachusetts Avenue,
Lou Perez and Gary Larson came before the Commission to obtain an
understanding of areas of concern to the Commission in a proposal to construct
additions to two buildings and expand parking with in the buffer to bordering
vegetated wetlands.
The Commission discussed concerns which included the amount of additional
impervious surface proposed and that the proposal does not comply with setback
regulations. The Commission also felt that substantial mitigation would be
required and that the applicant should incorporate low impact development
techniques.
Audience members were upset by the recent issuance of the Order of Resource
Area Delineation (201-828, BL 786) at this location. Comments also included
possible violations to previous Order of Conditions and questions if 50% of open
space had been removed.

Mr. Nardella went over details to replace an existing pool deck with a smaller
deck and details for new pool equipment.
The Commission would like the following conditions:
Erosion controls for fence post installation
Spoils must be removed on the same day as excavated
No concrete washing at rear of house or at catch basins
Motion made and seconded to issue a negative determination with conditions, 5-0
in favor.

Fred Russell presented plan revisions which included changes to foundation
piping and additional plantings.
Comments from the Commission follow: Commissioners discussed the proposed
tree removal and if all of the trees proposed should be removed. The applicant
was informed that any changes to the deck would require approval from the
Commission.

The Commission requested the applicant provide additional information.

zone enhancement.
Comments from the Commission follow: Duke Bitsko noted that this was an
improvement over existing conditions.

Duke Bitsko recused himself from the hearing.
Richard Kirby presented a plan to construct an addition to a single family house.
Plans also included invasive species management, buffer zone enhancement and
stormwater management.
Comments from the Commission follow: the Commission agreed to a condition of
stockpile >25 feet from wetland with erosion controls around stockpile and would
like demarcation of turf area from meadow.
