HomeMy WebLinkAbout2011-08-02 CONCOM-min MINUTES – LEXINGTON CONSERVATION COMMISSION August 2, 2011 Commissioners present: Joyce Miller, Duke Bitsko, Dick Wolk, David Langseth, Stew Kennedy Commissioners Absent: Phil Hamilton, Charlie Wyman, Others present: Karen Mullins, Conservation Administrator; Louise Vinci, Conservation Clerk Chair Joyce Miller opened the meeting at 7:38 pm in Selectmen Meeting Room, Town Office Building 7:38 pm Informal: 2013 & 2027 Massachusetts Avenue, Lou Perez and Gary Larson came before the Commission to obtain an understanding of areas of concern to the Commission in a proposal to construct additions to two buildings and expand parking with in the buffer to bordering vegetated wetlands. The Commission discussed concerns which included the amount of additional impervious surface proposed and that the proposal does not comply with setback regulations. The Commission also felt that substantial mitigation would be required and that the applicant should incorporate low impact development techniques. Audience members were upset by the recent issuance of the Order of Resource Area Delineation (201-828, BL 786) at this location. Comments also included possible violations to previous Order of Conditions and questions if 50% of open space had been removed. 8:13 pm Cont. Meeting: RDA, 64 Sherburne Road South, DET# 11-17; Map 32, Lot 142 Present for the applicant: Sarah Nardella, applicant Mr. Nardella, applicant Mr. Nardella went over details to replace an existing pool deck with a smaller deck and details for new pool equipment. The Commission would like the following conditions:  Erosion controls for fence post installation  Spoils must be removed on the same day as excavated  No concrete washing at rear of house or at catch basins Motion made and seconded to issue a negative determination with conditions, 5-0 in favor. Hearing: NOI, 10 Holton Road, DEP# 201-827, BL 785, Map 59, Lot 71 Present for the applicant: Fred Russell, Engineer Roger Kanniard, applicant Documentation: Proposed Site Plan, revised July 22, 2011 Fred Russell presented plan revisions which included changes to foundation piping and additional plantings. Comments from the Commission follow: Commissioners discussed the proposed tree removal and if all of the trees proposed should be removed. The applicant was informed that any changes to the deck would require approval from the Commission. Motion made and seconded to close hearing, 5-0 in favor. 8:32 pm Cont. Plan Change: 1332 Massachusetts Avenue, DET 10-21, Map 39, Lot 5 Karen Mullins explained the proposed plan change to add a gravel parking area off of Tavern Lane. The Commission requested the applicant provide additional information. Approve Minutes: June 21, 2011, Motion made and seconded to approve minutes, 5-0 in favor. Approve Minutes: July 12, 2011, Motion made and seconded to approve minutes, 5-0 in favor. Approve Minutes: July 26, 2011, Motion made and seconded to approve minutes, 5-0 in favor. 9:09 pm Hearing: NOI, 252 East Emerson Road DEP# 201-830, BL 788; Map 62, Lot 109 Present for the applicant: Rich Kirby, LEC Environmental Rick Melnic, applicant Lin Stine, applicant Documentation: Notice of Intent with attachments Planting Plan, revised July 25, 2011 Public Notice Richard Kirby presented a plan to construct a deck and mitigation through buffer zone enhancement. Comments from the Commission follow: Duke Bitsko noted that this was an improvement over existing conditions. Motion made and seconded to close hearing, 5-0 in favor. 9:15 pm Hearing: NOI, 23 Ridge Road, DEP# 201-829, BL 787, Map 62, Lot 55A Present for the applicant: Rich Kirby, LEC Environmental Brian Timm, Meridian Associates Virginia Johnson, applicant Documentation: Notice of Intent with attachments Town Engineering Memorandum Public Notice Page 3 of 4 MINUTES – LEXINGTON CONSERVATION COMMMISSION MEETING August 2, 2011 Duke Bitsko recused himself from the hearing. Richard Kirby presented a plan to construct an addition to a single family house. Plans also included invasive species management, buffer zone enhancement and stormwater management. Comments from the Commission follow: the Commission agreed to a condition of stockpile >25 feet from wetland with erosion controls around stockpile and would like demarcation of turf area from meadow.
